As clearly stated by.Mehmet ShehU in his report on the Third Five-Year Plan to the Central Committee of the .Albanian Workers' (Communist) Party on 17. ,February 1961, the Albanian planners had, in formulating the plan, placed . .full confidence in the technical and. financial assistance of the Socialist countries, based on agreements already in effect. 2. Following the rupture with Ploscow in 1961, the Five-Year Plan as able to , count on the assistance of Communist China only. It is not possible, moreover, to establish precisely how effective the credits and technical assistance supplied by Peking have been, in order to be able to evaluate whether either was adequate to meet the needs of the Plan. Only an appraisal by hindsight can thus be made, i.e., considering plan realize- .tions which have been announced and. the periods in which these realizations . occur. 3. In general, it 'may be stated that the plan. had to be revised: a large part is devoted to agricultural development and the industrial development plan was Curtailed. With reference to industrial -development, it issibted that there has been a noticeable slow-down, especiaLly with regard to the realization Of major projects, such as the Chemical-Metzalurgical Combine at Lac (blister copper 8,nd phosphat fertilizer), the ..nitrates fertilizer plant at Fier, the 50,000-KW thermoelectric plant at Fiery etc.- ' /4. In the recent past, however, a definite, revival of work in the industrial. sector has been, obServed. _For -example, the cornerstones of several projects were laid on the occasion of the feativities _of 28-29 November 1962 .and the First of May 1963.
