FAR EAST CHIEFS OF STATION CONFERENCE
BRIEFING OUTLINE
Introduction:
The importance of the Far East, especially Communist China
and Southeast Asia, to the policy makers in Washington need not
be stressed. You are as aware as we of the keen and continuing
interest of the White House, State and Defense in events in this
area.
By means of National Intelligence Estimates, the President's
Daily Brief, the Current Intelligence Bulletin and special Intelli-
gence Memoranda we attempt to keep the policy levels informed of
those current events and developments which will affect their
decisions.
However, it is not always easy to anticipate the direction in
which their interests turn and the specific nature of their requests
to us for intelligence facts or judgments.
This in turn makes it somewhat difficult for us to outline to
collectors, well in advance and in precise terms, the exact intelli-
gence information we will need to satisfy these policy level requests.
Nevertheless, we can anticipate many of the needs for intelligence
support of policy levels and program our research and production effort
accordingly.

Therefore, rather than belabor you with an encyclopedic account
of our requirements for information during the next hour, I will:
a. highlight the substantive focus of the research
and production effort of the Intelligence Directorate
on the countries of this area;
b. review the contributions of various collection
systems to this effort and some of the soft spots
in Clandestine Services reporting;
c. briefly explain some steps we are taking to improve
substantive guidance to collectors in light of last
year's I.G. Survey on Collection Requirements.
