I have now received favorable responses from all participating

Steering Committee. I am sending out the attached memorandum
setting up the committee membership. Mr.
Lundahl has kindly
agreed to appoint I as his liaison
representative to the committee.
I appreciate your understanding endorsement of this activity
and the cooperation we have received from all your people. I

DIRECTOR, OFFICE OF EMERGENCY PLANNING
ADMINISTRATOR, AGENCY FOR INTERNATIONAL DEVELOPMENT
In my memorandum of March 5, 1968, forwarding the ARGO Report to
you, I proposed that we continue the ARGO Steering Committee as
a mechanism which would (1) collect and consolidate the needs that
each of you might have for photography from the current reconnais-
sance satellites, (2) see that these needs were made known to the
intelligence community and (3) discuss procedures for handling
classified photography for these purposes with the community.
Ms has endorsed this proposal and has appointed
as his representative for liaison with the committee.
-All-the-civilian agencies have agreed to participate and, based
on your responses, the membership of the committee is as follows:
The National Reconnaissance Office, the Defense Intelligence Agency
and the National Photographic Interpretation Center have agreed to
provide liaison representatives.
