SA-6 GAINFUL MISSILE IDENTIFIED ON SA-11 TELAR AT LENINAKAN, USSR (S)
1. (S/D) On imagery of~ I an SA-6 GAINFUL missile was observed on a three-
missile SA-I1 transporter-erector-launcher and radar (TELAR) at Leninakan Army Barracks
North AL-3 in the USSR (Figures 1 and 2). The barracks houses an SA-6/-II
regiment and is in the Transcaucasus Military District. This was the first confirmation of the use
of an SA-6 missile on a deployed three-missile SA-1I TELAR (Figure 3). While the use of an SA-
II missile on a deployed three-missile TELAR remains possible, a full complement of SA-6
missiles in an SA-6/-I l regiment would greatly reduce logistical problems.
2. (S/D) The SA-II TELAR with the SA-6 missile was observed as a part of an SA-6/-II
battery in training at the SA-6/-lI training site adjacent to the Leninakan Barracks. The remain-
der of the regiment was observed preparing to depart garrison with three batteries in convoy
formation inside the barracks area and a fourth battery on flatcars at the Leninakan railyard.
3. (S/D) It is believed that the SA-11 system is being developed along two separate lines and
deployed in two distinct phases. One design line resulted in an interim enhancement of the older
SA-6 GAINFUL missile system, and the other is expected to produce an improved follow-on to
replace the SA-6 system. The initial phase of deployment, observed at Leninakan and Sary-Ozek
Army Barracks AL-1/Headquarters Motorized Rifle Division used only the
three-missile SA-11 TELAR probably with the SA-6 GAINFUL missile, the STRAIGHT FLUSH
tracking and guidance radar, and existing SA-6 support equipment and acquisition radars. In the
later phase, the four-missile SA-11 TELAR, the SA-I1 missile, the EM-EL-03 acquisition radar,
and unique support equipment designed for the SA-11 system is expected to be deployed to form a
pure SA-11 regiment. The identification of an SA-6 GAINFUL missile on the three-missile SA-l I
TELAR at Leninakan supports this analysis.'
