USATC, Series 200, Sheet 0153-4, scale 1:200,000 (UNCLASSIFIED) L (TSR) This report updates NPIC report and discusses construction and 25X1 production activity observed at Leningrad Aircraft Engin e Plant 117 from (the 25X1 cutoff date of the previous report) through the information and imagery cutoff 25X1 date for this report). 2. (S/WN[NTEL) This report includes both the main plant area, which was previously re- ported, and the previously unidentified north plant area. The increase of floorspace during this period was 26,507 square meters, of which 23,111 square meters are in the previously unidentified north plant area. The overall plant floorspace on was 96,951 square meters. 3. (S/WNINTEL) Leningrad Aircraft Engine Plant 117 is the location of S.P. Izotov special design bureau (OKB) which is known to be associated mainly with the development of turboshaft helicopter engines such as the TV2-117, TV3-117, and GTD-350. 4. (S) This report includes a location map, three annotated photographs, and a table of mensural and chronological data. 5. (TSR) Leningrad Aircraft Engine Plant 117 (Figure 1) consists of the previously reported main plant areal and the north plant area, which was recently identified and had not previously been reported. 6. (TSR) The north plant area is approximately 500 meters northwest of the main plant area (Figure 2) and consists of a laboratory/engineering building, an engineering/shop building, three shop buildings, one shop/workshop building, one storage building, and one storage/support building (Figure 3). These eight buildings contain 23,111 square meters of floorspace. Six of the buildings, consisting of 22,772 square meters (98 percent) of the floorspace, are direct support buildings. The two remaining buildings, consisting of 339 square meters (2 percent) of the floorspace, are general-purpose build- ings. (Reportedly, north plant area personnel are involved in researching sections of 25X1 aircraft engines, which are then assembled at the main plant area and tested in the engine testing facility.z Construction Chronology 8. (TSR) The earliest imagery available was 14 January 1943, at which time the plant area was not yet built. The next available overhead imagery was acquired on At that time, an 25X1 engineering/shop building (item 32, Figure 3 and Table 1) and three shop buildings (items 31, 35 and 36) were observed complete. 9. (TSR) Between 1964 and 1969 no significant construction was completed. (TSR) Construction in the main plant area has been moderate since the last report with no significant activity observed between November 1971 and May 1977. A shop building consisting of 2,078 square meters (item 25 in the previous report)' had been razed by to allow construction of the new administration engineering building (item 38, Figure 4 and table 1). By [ ~ the cooling pond had been filled in, and construction had begun on the administra- tion~engineering building (item 38). Also, a water filtration building (item 37) was completed during this time, probably to replace the cooling pond.
