(S/D) Increased training activity was observed) Santiago de las Vegas Military Camp 2F = the home garrison of the Soviet brigade in Cuba. The first evidence of SA-9 training in Cuba was seen on that date, and a brigade-level signal exercise was underway (Figure 1). The Soviet brigade is currently in the final month of the garrison training phase of its spring training cycle.' The inclusion of SA-9s in this training phase suggests that the Soviets plan to fully integrate SA-9s into the brigade in Cuba. 2. (S/D) Two SA-9 transporter-erector-launchers (TELs) were involved in a training exercise with six ZSU-23/4 self-propelled antiaircraft (SPAA) guns in a clearing just east of the BMP (armored personnel carrier)-equipped motorized rifle battalion area (Figure 2). The SA-9 was first 25X1 25X1 identified in Cub when one TEL was seen on static display at this military camp. 25X1 Additionally, what appeared to be five, possibly six, SA-9 TELs were parked in a grove 25X1 of trees adjacent to eight canvas-covered ZSU-23/4 SPAA guns in their vehicle park. 3. (S/D) The brigade-level signal exercise was underway on the soccer field, where four van- bodied trucks-one R-118BM-3, two R-405 (old version), and one probable R-140 with an adja- cent antenna mast-were seen Other equipment observed included four BM- 25X1 21 multiple rocket launchers (MRLs; Figure 1) and six T-62 medium tanks, two MAZ-537 prime movers, and three 60-ton trailers (not annotated on graphic). 1.
