I had thought the version of NSSM-94 sent to you on 10 June was the final text. Apparently State has done a little bit of further tinkering. Would you please have Elizabeth substitute the new pages for the ones contained in your present copy. The changes effected are textual not substantive. 2. For reasons presently unknown to me, Ted Eliot rather than Bill Sullivan signed the memorandum of transmittal to Kissinger. As indicated on the left hand margin of the first page of this trans- mittal note, there was a fairly wide distribution of copies of this allegedly ultrasensitive document within the Department. I fear we may anticipate a press leak within a few days. 3. None of the attached material changes the arguments advanced in my covering note to you of 10 June, which still reflects the consensus opinion of the Agency brethren who worked on this paper. The final paragraph of Eliot's transmittal note suggests that our arguments advanced at the final committee session may not have been entirely without effect. G rge A.
