Approved For Release 1999/09/08 : CIA-RDP80TO1719R000400240001-4 CENTRAL INTELLIGENCE AGENCY WASHINGTON, D.C. 20505 10 May 1973 MEMORANDUM FOR: Brigadier General Brent Scowcroft, USAF Deputy Assistant to the President for National Security Affairs SUBJECT : Additional Input to Dr. Kissinger's Briefing Book 1. Attached hereto are five copies of the third of the three papers Ambassador Sullivan asked us to prepare for Dr. Kissinger's briefing book: "Communist Allegations of U.S. and GVN Violations of the 27 January Vietnam Agreement." (The first two of the requested inputs were sent down earlier this afternoon.) 2. The attached paper is based in large measure on a submission prepared by the U.S. Embassy in Saigon and relayed via Agency channels. The two earlier papers in this group of three were prepared entirely by CIA. Though DAO/DRSTO, or elements thereof, may have had a hand in the Embassy input to this third paper, no component of the Defense Department in Washington participated in this exercise. To the best of our knowledge, the Defense Department is not aware of the briefing book exercise or the fact that these three papers were requested. 3. The distribution of the attached third paper is identical to that of its two companion predecessors: five copies to the NCS Staff and one copy to Ambassador Sullivan.
