(S/D) This report updates information in NPIC report I on SS-20 mobile IRBM bases in the USSR. This report also includes a synopsis of significant mobile missile activity seen at two offensive missile test centers, a production facility, a nuclear weapons proving ground, and several com- mand and control facilities. 2. (TSR) Significant activity was observed at deployed facilities (Figure 1) during this reporting period. Two new mobile bases were identified, and there are early indications that one other former SSM launch facility may be converted to an SS-20 mobile base. Elements of two SS-20 regiments were seen in the largest field training exercise observed to date, and four other field training exercises were observed. A tenth single-bay garage, probably for training, was identified at Mozyr Mobile IRBM Base/Training Facility, an SS-20 towed canister dolly was observed aligned with a missile railcar at the Verkhnyaya Salda ICBM Rail-to-Road Transfer Point (RTP; and a loaded SS-20 transporter-erector-laun- cher (TEL) was observed in front of a single-bay garage at Novosibirsk Mobile IRBM Base 1. Additional activity was observed at Kapustin Yar Missile/Space Test Center SSM, Plesetsk Missile/Space Test Center SSM, Semipalatinsk Nuclear Weapons Proving Ground, and Bryansk Guided Missile Support Equipment Plant II. 3. (U) The reporting period extends from A location map, 13 annotated photographs, and three tables are included in the report. DISCUSSION Deployed Complexes 4. (TSR) Construction was begun on two new SS-20 bases (Table 1). There are indications that one other former SSM launch facility may be converted to an SS-20 base; however, this could not be confirmed during the reporting period. As of 21 of the 29 bases were in the late stage of construction or complete and were assessed to be capable of maintaining an operational unit. Based on past construc- tion practices, the 29 bases, including the remote site at Drovyanaya, will eventually contain a total of 264 single-bay garages to house SS-20 missiles on launchers. Eleven of the bases are in the western section of the USSR (Belorussia), eight are in the Ural mountain region, four are in the western section of Siberia, and six are in the eastern section of Siberia. 5. (S/D) The two new mobile SS-20 IRBM bases under construction are at Lida MRBM Launch Site 1 and Gresk MRBM Launch Site 1 Both facilities are former SS-4 launch sites. The activity at Lida was first observed on imagery of when footings for a possible single-bay garage and ground scraping for a probable multibay garage were observed in the operations area. By four single-bay garages and one four-bay garage were all in the early stage of construc- tion, and by an additional four-bay garage was under construction. The new base has been designated Lida Mobile IRBM Base 1 (Figure 2). On three single-bay garages and three four- bay garages were identified under construction in the operations area of Gresk MRBM Launch Site 1, and by three additional single-bay garages were under construction. A C-shaped command and control building was also under construction in the support area. The site has been designated Gresk Mobile IRBM Base I (Figure 3). The four-bay garage foundations at both Lida and Gresk are, with the exception of the additional bay, similar to those used for the three-bay garages usually seen at mobile bases. Both of these bases are in the Lida IRBM/MRBM Division of the Smolensk Strategic Rocket Forces (SRF) Army. 6. (S/D) Construction that may indicate conversion of an SSM launch facility to a mobile IRBM base was observed at Dyatlovo MRBM Launch Site 3 on imagery of when ground scraping and one probable personnel bunker under construction were seen near the SS-4 launch pads. Ground scraping was also observed between the oxidizer storage area and the vehicle storage building in the support area. Dyatlovo is also in the Lida IRBM/MRBM division of the Smolensk SRF Army. 7. (TSR) Five SS-20 field training exercises were observed-three at Drovyanaya and two at Novosi- birsk. (TSR) A probable prolonged large-scale SS-20 field training exercise was observed at Drovyanaya SSM Complex F_ I The exercise involved two field-deployed SS-20 regiments occupying eight training/revetment areas' and was conducted over a larger area than any previously observed exercise. The greatest distance between any two deployed launch units was 23 nautical miles (nm). The capability to sustain field-deployed operations was evident in this exercise. One of the launch units was probably field deployed for at least seven days, the longest period to date that an SS-20 unit has been observed in the field. One regiment probably initially deployed a regimental command/control and com- munications (C3) unit and three launch units, two of which subsequently moved to other training posi- tions. This group was probably joined later by three launch units and a C3 unit from a second regiment. On three training areas were occupied by probable SS-20 launch vehicles. Two of these three training areas had not previously been associated with SS-20 activit . One battalion-sized launch unit was in Drovyanaya SS-20 Field Training Area (FTA) 3B-Rvt , another was on a side road outside Mobile Base 1, and one was in an area near the RTP adjacent to FTA RA-Rvt . One rob able C3 unit was near Mobile Base 1. A battalion-sized launch unit was off the road near Mobile Base 5 on when only the extreme southern portion of Drovyanaya SSM Complex was imaged. The lack of coverage precluded monitoring the SS-20 units observed on im r of partial coverage of Drovya- naya SSM Complex was obtained and complete coverage was 0 Two training areas were observed occupied on the and one battalion was in training. Later analysis of the revealed the largest scale SS- field training exercise observed to date, with at least two regiments in the field simultaneously occupying eight revetment/training areas. One of the training areas and the training area remained occupied. Four of the eight areas occupied on were new training areas. The four consisted of two newly occupied areas, which had not previously been associated with the SS-20, and the two newly occupied areas observed on imagery of Training was observed in the following areas (Figure 4): a. FTA 2A-Rvt b. an area outside Mobile Base 5 (first occupied on c. FTA 3D-Rvt d. FTA ID-Rvt e. FTA IC-Rvt f. an area outside Mobile Base l (first occupied on g. a new area approximately 3 nm west of the RTP; and h. a new area approximately 7 nm north of the RTP. On ~ when only a portion of the Drovyanaya SSM Complex was imaged by the , the areas outside Mobile Bases l and 5 remained occupied. On over the entire Drovyanaya SSM Complex was obtained, six areas were occupied. The area outside Mobile Base 5 and FTA 2A-Rvt were unoccupied. Extensive did not reveal any occupied training areas and indicated that the exercise was over. 9. (TSR) On Oa probable SS-20 regimental-level field training exercise was observed at Drovya- naya. Two areas approximately 1.5 and 2.7 nm northwest of Drovyanaya Mobile IRBM Base 5 were occupied by launch battalions. At least six to eight camouflaged vehicles were in each area. A C3 unit consisting of seven heavily camouflaged vehicles was at FTA 3A an SS-20 field training exercise involving five camouflaged vehi 10. (TSR) On imagery an SS-20 field training exercise was observed 0.3 nm east of the Novosibirsk IRBM RTP . The exercise involved at least five camouflaged SS-20 vehicles and a tent. No additional SS-20 activity was observed. This was the first sighting of SS-20 training near the RTP since nd the first observation of SS-20 field training at the Novosibirsk SSM Complex an SS-20 field training exercise was observed for the first time at Novosibirsk SSM Launch Position I At least four camouflaged vehicles and four tents were around the loop road of this dismantled SS-7 launch site. 11. (S/D) On imagery of an SS-20 single-bay garage was identified under construction at Mozyr Mobile IRBM Base/Training Facility. The garage (Figure 5) is adjacent to the clerestory building in the and was in the midstage of construction. This is the tenth single-bay garage at this base and the first time that a single-bay garage has been constructed in the of a deployed SS-20 base. The garage was in an early stage of construction on he construction at Mozyr closely resembles the activity at Serpukhov SSM Engineering/Research/Training Facility, where a single-bay garage was constructed in early 1979. Serpukhov is associated with It is possible that the garages at both Mozyr and Serpukhov may be related to payload-associated training. 12. (S/D) On an SS-20 towed canister dolly was aligned with a missile railcar at the Verkhnyaya Salda RTP (Figure 6). Towed canister dollies have been observed in the operations and support areas of SS-20 mobile bases, suggesting that this piece of equipment will be used to transport an SS-20 missile canister between the RTP and the mobile bases. 13. (S/D) On imagery of a loaded SS-20 TEL was observed in front of a single-bay garage in the operations area of Novosibirsk Mobile IRBM Base I (Figure 7). The front doors were open on the single-bay garage, and a small truck was next to the TEL. The canister was net covered; however, the excellent interpretability of the imagery allowed accurate mensuration. The overall length of the canister was indicating that the domed end cap was missing. (S/D) All SS-20-associated facilities and crew training areas were seen during the reporting period. Significant activity consisted of transloading of SS-20 vehicles/equipment in the Missile Receiving/ Inspection/ Storage Area prelaunch activity at Launch Site IC and the construction of SS-20 vehicle mockups in the Bivouac/Troop Training Area J. Also, SS-20 vehicles were ob- served in the General Support Area and three of the six SS-20 crew training areas. New construction during the period included footings for sheds to cover sections of the rail line in the Missile Receiving/Inspection/Storage Area. Eight SS-20 launches took place at the test center during the reporting period.3-10 15. (TSR) Prelaunch activity was seen near launch pad 1C-3 on imagery of Canvas-/net-covered SS-20 vehicles, consisting of a TEL with canister, a probable an truc , an a probable MAZ-543 missile support van (MSV), were observed. Six canvas-covered probable SS-20 vehicles were also seen o imate1 60 kilometers west of the rangehead, near Kapustin Yar Instrumentation Site 7 . By an expended SS-20 canister had been placed in the canister boneyard area at Launch Pad IC-2. Prelaunch activity was again seen on imagery o when three and possibly four canvas-/net- covered SS-20 vehicles were present. On imagery of one TEL and two MAZ-543 MSVs, all canvas/net covered, were seen near the single-bay garage; by all three vehicles had departed the area. Construc- tion on the three-bay garage had been completed by early August. The three-bay garage is cable connected to the single-bay garage. Missile Receiving/Inspection/Storage Area 16. (TSR) From June through August, SS-20 vehicles were identified in the transshipment area of this facility. On imagery of four possible TELs and eight other SS-20-associated vehicles (all canvas covered), were seen on flatbed railcars. On imagery of five canvas-covered probable TELs were seen on flatbed railcars, and on elements of an SS-20 regiment, including six TELs, three van trucks, and three MAZ-543 MSVs (all canvas covered), were on flatbed railcars (Figure 8). Additionally, a probable SS-20 C3 unit was parked in the missile support equipment holding area near the transshipment area. 17. (S/D) In early June, construction was started on sheds to cover sections of the railspur in the transshipment area. Footings were under construction on either side of a railspur that serves a high-bay building. By 0 additional footings had been seen in an area where SS-20 vehicle transloading takes place. Bivouac/Troop Training Area 18. (TSR) On four SS-20 vehicle mockups, one partially completed mockup, one canvas-covered object, and one possible canvas-/net-covered SS-20 vehicle were in the SS-20 battalion-sized training area of this facility. The five mockups, reported in the previous summary' as MAZ-type vehicles, have remained in place during this reporting eriod. All five mockups have tires placed along the sides, giving them a more realistic appearance. By a drive-through tent had been erected over a road in the training area; the tent remained there during the reporting period. Ono one of the mockups was covered with canvas. On imagery of0 one probable TEL, a MAZ-543 MSV, and a van truck (all canvas covered) were seen north of the five mockups. On Da probable canvas-covered SS-20 vehicle and two other canvas-/net-covered objects/vehicles were near the mockup display (Figure 9). Additional activity at this facility included the construction of a large, fence-secured, possible drive-in bunker north of the probable command and control silo. General Support Area 19. (S/D) On four canvas-/net-covered SS-20 vehicles and a helicopter were in an area immediately southeast of the facility. Construction continued on the clerestory building, and the ten-bay garage was almost externally complete. Crew Training Areas 20. (S/D) Crew training was observed in three of the six SS-20 crew training areas. In Crew Training Area 1 two SS-20 TELs, five SS-20 support vehicles (all canvas/net covered), and one possible BTR-60 or -70 armored personnel carrier were discernible. Two probable SS-20 TELs and six SS-20 support vehicles were in Crew Training Area 5 and seven personnel tents were present on Two canvas-/net-covered SS-20 TELs (one with a canister) and at least four canvas-/net- covered SS-20 support vehicles were discernible in tree cover in Crew Training Area 2 21. Construction continued on the clerestory building, and the ten-bay garage was almost externally complete. Crew Training Areas 20. (S/D) Crew training was observed in three of the six SS-20 crew training areas. (TSR) Significant command and control activity observed during the reporting period included the identification of a possible PARK DRIVE mobile communications satellite unit at an SS-20 field exercise, the SS-20-related modification of the command post/bunker at Olovyannaya, the identification of a set of probable TWIN EAR antennas at the communications satellite station near the Drovyanaya command post/bunker, the constructon of a C-shaped command and control building at Verkhnyaya Salda Mobile IRBM Base 4 and Gresk MRBM Regimental Command Post/Bunker and the completion of control buildings at three mobile IRBM bases. 30. (TSR) A possible PARK DRIVE mobile communications satellite unit was observed at an SS-20 mobile missile field training exercise I nm east of Drovyanaya Mobile IRBM Base 3 on imagery of I Communications equipment identified with the PARK DRIVE included three probable MSVs (one with a whip antenna) and one freestanding antenna mast. This is the first time a PARK DRIVE has been observed with deployed SS-20 equipment. 31. (TSR) Modification of the Olovyannaya ICBM Complex Command Post/Bunker continued during the reporting period. One lattice tower had been erected, and two more were on the ground near the bunker (Figure 11). Three square excavations, probably for hardened Washer antennas, were between the administration building and the bunker. Two arch-roofed bunker sections were visible in a large excavation on the northwest side of the bunker. Footings for a possible new fishbone antenna were observed in the antenna field. 32. (TSR) A set of probable TWIN EAR antennas was observed on the ground at the communications satellite station near the Drovyanaya ICBM Complex Command Post/Bunker Figure 12). These antennas will probably be mast mounted and used to communicate with the mast-mounted TWIN EAR antennas, oriented at at Drovyanaya ICBM Headquarters Radcom Receiver/Bunker/Hard ; Figure 13). The antennas at are oriented toward the Drovyanaya ICBM Complex Command Post/Bunker, and the antennas at 135 degrees are oriented toward the Drovyanaya ICBM Complex Command Post Alternate/Bunker A van-mounted TWIN EAR unit has been at the command post alternate/bunker since 33. (TSR) A C-shaped command and control building is also under construction near the Gresk MRBM Regimental Command Post/Bunker. The construction of a command and control building near a command post/bunker is unusual. In the past, the C-shaped command and control buildings have been seen only at bases which did not have regimental command posts/bunkers. The Gresk MRBM Regimental Command Post/Bunker has not undergone SS-20-related modification but does have a newly installed pair of frequency-diverse horizontal dipole antennas. The antennas were completed in August 1979. At all other bases, either the command post/bunker has been modified or the C-shaped building has been completed prior to the construction of new antennas. 35. (S/D) Control buildings with a roof-mounted antenna array have been completed in the support areas of Novosibirsk Mobile IRBM Base 4 (Figure 14), Verkhnyaya Salda Mobile IRBM Base 3, and Yurya Mobile IRBM Base 3. Lattice towers have been erected and cable connected to the control build- ings at Verkhnyaya Salda and Novosibirsk but have not yet been identified at the Yurya base.
