1. The matter of a proposed contract with the Agency and
matter o consi erable correspondence as well as several meetings
0
between and among the DDCI, Sayre Stevens, and myself. The three
of us met again on this issue on Monday, 8 May.
2. While opposed in principle to the sole source nature of
the proposed contract, the DDCI has reluctantly given his approval
to it based on a presentation by Dr. Stevens that the uniqueness of
the proposal is such that, in fairness, the contract should be
awarded. The DDCI is aware of the pre-contract audit report on the
contractor but is also aware of the controls _wi 1 l establish s($TATINTL
as.to prevent any undue risk to the Government in funding the contract.
3. During the course of this conversation of 8 May, the DDCI
and myself carried on a substantive conversation on the matter of
sole source contracts. I will be in spearate communications with
you on this matter.
