1. This information supersedes that furnished you
on 6 September concerning Ambassador Owen's desire to have
an Agency secretary detailed to him.
2. After I had had my discussion with Ambassador Owen,
Christine Dodson, the Staff Secretary of the National Security
Council, contacted me. She was not convinced that Ambassador
Owen understood that which I explained to him and Mrs. Dodson's
position was, in fact, correct. She stated that the size of the
National Security Council is limited to 100 people. Therefore,
she could not accept a detail from CIA and reimburse for that
person because she was filled to capacity. She went on to say
that what Ambassador Owen really wanted was a free-bee, i.e., the
Agency to loan to him in the White House work a secretary. I
told Mrs. Dodson that I had explained to Ambassador Owen that we
could not do that but would be willing to assign another individual
to the NSC-on a reimbursable basis. She said that she felt sure
that that would be our position, that she had no difficulty with it,

1. You made me aware of your conversation with
Ambassador Owen and the possibility of detailing a
clerk/typist to the White House.
2. I spoke with Ambassador Owen and informed him
as follows. We have a practice of detailing individuals,
upon request, to the National Security Council and we
receive reimbursement for the salaries of such employees.
I further stated I would rather adhere to that procedure
than entertain a direct detail to the White House. Any
arrangements he might choose to make to have the party made
available to him after we detail to the NSC is up to him
and the appropriate officer of the NSC. He thanked me for
the information and said he would pursue the matter. I
informed him of the normal liaison contacts to be used
should he decide to go the route I suggested.

SUBJECT: Telephone Conversation with Henry Owen,

Ambassador Henry Owen of the White House Staff phoned and wants
to know what he has to do to get a secretary seconded from CIA to his
office. I told him you would phone him on Tuesday. I made absolutely
no commitment that we would or could do this; in fact, I'm inclined
to wonder how we could afford to send secretaries out like this. I'm
disinclined to have the White House Staff unofficially augmented, but
you know what the basic policies have been in the past. Please make
the decision.
