I think your response to the
suggestor should include a state-
ment on the security and logistics
problems of handling large numbers
of children on a daily basis.
Additionally, it should be
pointed out to the suggestor that
the exhibit to which he refers,
"Blacks in the Westward Movement"
was on loan from the Smithsonian
Institution. The Smithsonian,
we understand, had a number of
duplicate exhibits that were widely
displayed in the area, including
the Anacostia Museum. Thus, the
Black History display is not "limited
to those who have business in the
building."

Unless we are to disrupt Agency business and restrict the free use
of Agency areas of these covert employees as they carry out their
daily tasks, we cannot provide adequate protection to their cover.
In addition, the underwriting of the safety of groups of 6th and
7th grade school children while on the compound. would represent a
heavy responsibility for the Agency.
It is for the above reasons that our recommendation is to
decline.

"School Participation in Agency Recognition of Black History I1ionth" 11 ?, _ r1
PRESEN F METHOD During February 1978, in commemoration of Black History I-Sonth, the Agency
presented an historical, pictorial display entitled "Slacks in the 14testwar 1 Movement."
The photographs and captions chronicled the little-kno:win participation and contribution
of Black Americans in a particular phase of American history----an aspect long; neglected
in the teaching of American history.
As a former instructor of Black History, I was deeply impressed with the display and
wished that more people had been able to see it. The effort and expense of setting, up
such a display could be offset if it were shared with a wider community. The content of
the display was such that others should be exposed to it.
At present, viewing of the Agency's Black history di splay is limited to those who
I would propose that for next year's co.nmemoration of Black History iMonth, the
Agency set u._ a similar display and invite small groups of students daily from area
schools (D. C.-i$idrVa.) to view it. I think 6th or 7th graders v ould be of optimum age.
Following the viciw.ing, the students could be escorted to a room for a brief lecture on
Black history to elucidate what they have seen. The lecture would be presented by an
Agency employee. A brief movie or slide shavr of relevant r nat - rial could also be incor-
porated into the program. Light refreshments could be served.
ADVANTAGES
The proposed project .;ould serve two worthy purposes: 1) Perform a civic, educa-
tional service by the Agency which would be welcomed by participating schools; and

The program would have a favorable and lasting impact on ytungnstsrs. It will
