MEMORANDUM FOR: See Distribution
SUBJECT Task Force Meeting of 28 October 1975
1. The Task Force reviewed upcoming Senate and House Select
Committee meetings and hearings with identification of subject
matter where possible. It was noted that at this point in time
we are still uncertain as to specifics to be covered under the
House Select Committee hearings scheduled for 4 November, titled
"spending."
2. The Action Plan (Issues and Answers) was condensed as
follows:
I. What should be the position, role and functions of
the senior U. S. foreign intelligence officer?
II. How should strengthened Executive Branch oversight
of foreign intelligence activities be exercised?
III. By what mechanism could Congressional oversight of
the Intelligence Community best be exercised?
IV. How to insure retention of covert action capability?
Where should this capability reside?
V. What is to be mechanism for production of NIEs?
VI. How can Executive t Legislative Branches best be
assured that foreign intel activities are conducted with
due respect to the constitutional. rights of American citizens?
VII. How can Congressional need for substantive foreign intel
best be accommodated?
VIII. How can we tell the intelligence story better?
IX. What is Agency position on various draft Administration
legislative proposals? How best to make contributions?
X. What should be DCI's philosophy on secrecy? How and to
whom should it be expressed? How should present classification
system be overhauled?

XI. What organizational improvements can be made to
improve the internal command and control of CIA?
XII. Should GAO have audit authority over all CIA funds?
If so, how should such audits be controlled to avoid
disclosure sources and methods?
XIII. How do we get sources and methods protective
legislation passed?
XIV. What is the proper CIA-FBI relationship? What are
the proper CIA relationships with other agencies: USSS,
DEA, etc.?
3. Re Issue and Answer paper III, pointed out the 25X1A
problems associated with having a joint committee and the experience
of the AEC, now ERDA, to date which found the committee meddling in
the management of the organization and day-to-day operation. He
cautioned that we should be careful of our wording in proposed
legislation to ensure proper Congress versus Agency relationship.
4. Attention was called again to the proposed le islation 25X1A
paper on joint oversight committee as submitted by on
17 October. Attendees were asked to ensure that comments be prepared
by the 31 October meeting.
5. We then reviewed the Issue and Option paper IX, now re-
numbered VII above, as submitted by Dick Lehman. It was noted that
.the Agency is already in the middle between the Executive Branch and
the Legislature on this issue and there was some encouragement for
greater involvement by the White House to take a position vis-a-vis
Congress and not leave the Agency in the present position. It was
concluded that the paper, as submitted, would be passed in to the
DCI for his reaction after minor editing and typographical changes
were made by Dick Lehman.
6. Dick Lehman announced that Bill Parmenter would be his
replacement on the Task Force.
7. All were urged to get outstanding papers and comments in
as soon as possible so that they could be passed on to the Director
as he has requested.
