SUBJECT Task Force Meeting of 21 October 1975
1. Two new items were added to "Issue Options and
Actions
Paper 15--How do we get sources and methods
protective legislation passed?
Paper 16--What is the proper CIA/FBI relationship?
What are the proper CIA relationships with other agencies,
i.e., USSS, DEA, etc.?
2. Regarding the checklist of sensitive allegations, some
discussion ensued regarding l.d. about the role of intelligence
in a policy making process on exactly what is meant; did it mean
possible misuse of intelligence, or failure of intelligence, or

"Issue Options and Actions" paper 8, subject, Impact of Various
Legislative Restrictions on Foreign Intelligence Activities.

four remain in preparation. On the mail intercept program, it
was agreed to delete all comments regarding the mail intercept
25X1A and the DDO ( will undertake the preparation of a
paragraph noting the value of the mail intercept program. Input
will be provided by the Office of Security and OTS. Regarding
the document on detailees, it was recommended that a statement
be added which notes that all detailees were involved in inteli-
gence or intelligence-related activities. Additionally, a note
would be added pointing out the fact that the detailees program
does not include those Agency personnel assigned to cover positions
to perform authorized Agency functions.
4. Review was then undertaken of the papers submitted to

5. At the next meeting we will consider the OLC paper
on proposed legislation, as well as a number of other papers.
