SUBJECT CIA "Penetration" of the White House and
Other Agencies
1. Mr. Colby today returned the "Sensitive Issues
and Allegations" paper No. 5, subject as above, dated
29 October.
2. His only notes were on the paragraph of "Recommendations."
As the attached page indicates, he considers the first two
recommendations "Done," and he indicated disagreement with the
third recommendation, which would have involved an unclassified
public release.
3. On the basis that both actions which the DCI marked
"Done" have been accomplished, I see no further required action
on this paper.
