E' FOR: Legislative Counsel ATTENTION Offer following comments: 1. Last line, paragraph 1--Delete the word public. 2. Page 3 line 4--Add still between American and felt. 3. Re page 7, bottom of page--In view of Senator Baker's "elephants crashing in the woods" and Senator Church's "rogue elephant," can't we get a better example of modern intelligence than the story of the wisemen and the elephant. 4. Page 9, bottom of the page--The reference of Congress protecting the confidences of cooperating sources would infer that Congress would know them by name. We believe this is the wrong kind of message to get across. In fact, we should put in a positive statement which notes our obligation by law to protect sources. 5. Page 13, first sentence of new paragraph--Change "we in intelligence do not ask for one" to we in intelligence do not eX ect One-" 6. Page 14, first paragraph, last sentence--Delete the portion "help this country avert a nuclear holocaust" and change to read "protect the national security." 7. Page 14, second paragraph--Believe we should have at hand for the Director's use if need be specific examples of how disclosures have damaged our ability to provide information. John N.
