MEMORANDUM FOR: Deputy Director for Administration
SUBJECT Recommendation far Amendment to SOAG
Charter
1. Paragraph 4 of this memorandum contains a
recommendation for your approval.
2. During the past year there has been a serious
loss of continuity of membership on SOAG. This has been
partly the result of retirements, reassignments, promo-
tions to supergrades, etc. These factors have been
complicated further by the provisions of paragraph four
of the current SOAG charter (copy attached). It states
that: "Should a vacancy occur by resignation, reassign-
ment, or by personal request, the next highest available
vote receiver will be invited to complete the departing
member's term." The wording "to complete the departing
member's term" can result in an individual serving only
one month on SOAG.
3. The present membership believes that all members
should have the opportunity to serve on SOAG for a minimum
of 12 months. Therefore, SOAG has voted unaninamously to
recommend revision of paragraph four of the SOAG charter
as follows:
Selection of Membership
SOAG will have seven (7) members who will be
elected by secret ballot by MG careerists in the
Headquarters area. 50AG will hold an election
annually in December. All eligible careerists
will be canvassed prior to the election to deter-
mine their interest in serving on SOAG. After
the election, the candidates will be listed in

descending numerical order according to the
number of votes received. Beginning with
January each year, each vacancy on SOAG wi11
be filled by the candidate at the top of the
list compiled the previous December.
Terms of Office
The term of office for each member wi11
be for one year from the first of the month in
which the member joins SOAG. Members may be
reelected, but ,may not serve for more than two
consecutive terms.
4. I recommend that you approve this amendment to the
SOAG charter.
