1, Paragraph 4 of referenced memorandum recognized that there
may be circumstances where some of our employees may Possess only a hi hl
specialized, unique intelligence-related skill which is not marketable in ag y
civilian environment. Further, this skill may be one which the employee
has developed and concentrated on at our urging. In such cases, we believe
it is arguable that the Agency's unique expenditure authority, contained in
section 8 of the CIA Act of 1949, as amended, may be invoked to provide limited
training for such an individual. As we have suggested in our memorandum,
however, we believe such circumstances to be rare.
3 ? If you feel ' necessary for our Office to be involved further, we
will request file and render our opinion on whether or not he
would fall within the guidelines we have suggested.
