25X1A I. The Com troller has called my attention to LA Division's
plan to terminate t Activity which has operated for
over three years without an approved Administrative Plan, a circum-
25X1A stance which appears to be largely responsible for the possibility
that a failure to liquidate its proprietary entity will cause continuing
security problems
2. Because the issue is a serious one, particularly in these
troubled times, I want to emphasize that no Operations Directorate
instrumentality should be allowed to continue in operation for any
substantial length of time without an approved Administrative Plan.
