Approved For Release 2000/08/30 : CIA-RDP81-00261 R000500030063-9 LONG RANGE PUBLIC AFFAIRS OBJECTIVES --EXPLAIN and demonstrate the necessity for foreign intelligence in a free society. --DEFINE and explain the foreign intelligence process. --RAISE the level of public understanding of and support for the foreign intelligence community of the U.S. Government by explaining its mission, function and organization. --RESTORE the credibility of and public confidence in the foreign intelli- gence agencies of the U.S. Government- --EXPLAIN the need to protect classified data, including intelligence sources and methods, and the necessity for new legislation and sanctions to effectively prohibit the unauthorized release of such information. --MAKE as much unclassified information available to the public as possible consistent with national security considerations. --RAISE the level of understanding of intelligence community employees regarding the mission and objectives of the public affairs program. Approved For Release 2000/08/30 : CIA-RDP81-00261 R000500030063-9 Approved For Release 2000/08/30 : CIA-RDP81-00261 R000500030063-9 SHORT RANGE PUBLIC AFFAIRS OBJECTIVES (One Year) --ESTABLISH a speaker's bureau. --ESTABLISH a means for the public to learn about and obtain unclassified intelligence documents. --CONSOLIDATE and strengthen the unclassified document distribution process. --STRENGTHEN the Publication Review Board and review process. --PRODUCE a brochure on intelligence. --PRODUCE a film describing Foreign Intelligence. --UPDATE and improve the multi-media show. --ESTABLISH regular meetings of Intelligence Community public affairs officers. --DEVELOP one-day media seminar on press/intelligence/secrecy. --DEVELOP positive Agency story ideas (medals, etc.). --PRODUCE stock still photos of Agency. --MEET with various Agency Management Advisory Groups --CONSOLIDATE public affairs regulations. --PRODUCE a Public Affairs presentation - openness policy/PA objectives. OPENNESS POLICY: In my meetings with internal groups, i.e., mid-career, senior seminar, chief of station seminar, I get a very real indication that many people consider the so-called openness policy to be a transient plan which will go away when the current Adminis- tration and the current Director go away. It is much more than that and flows directly from the state of our country and our society. It should be discussed, explained and accepted for what it is, i.e., a way of life, not a temporary program imposed by the new regime. 2. NEED FOR SANCTIONS TO PROTECT CLASSIFIED INFORMATION: The major objective in the Public Affairs Office next year will be a concious effort i.e., in speeches, interviews, fact sheets, etc., to explain the need to protect classified data, including intelligence sources and methods and the necessity for new legislation and sanctions to effectively prohibit the unauthorized release of such information. Obviously we are not going to lobby or beat the drum on main street but it will be one of my major objectives permeating all contacts with the public and the media. 3. PUBLICATION DISTRIBUTION PROCESS: There is a very real need for some centralized organization within the CIA to coordinate the release of unclassified studies. We are continually asked by audiences, individuals and newsmen where to obtain lists of available publications and where they can be purchased. The only centralized place now available for purchase is the DOCEX section of the Library of Congress Approved For Release 2000/08/30 : CIA-RDP81-00261 R000500030063-9 Approved For Release 2000/08/30 : CIA-RDP81-00261 R000500030063-9 -2- which costs $255.00 per year to join and which does not send out aggregate lists of available documents. The only office that now sends out lists of documents available is the Public Affairs Office, which cannot handle a large volume. 4. PUBLICATION REVIEW BOARD--The publication review process badly needs review and strengthening. To this end we have produced a new regulation which should be coming to all of you very soon. One principal change is expanding the membership of the Publications Review Board to include members from DDO, DDA, DDS&T, NFAC, OGC, OS and CCS. I will remain the Chairman.
