SUBJECT Office of Finance - Report of
Watergate File Review
1. The Office of Finance completed its file review for
Watergate related material and has found nothing considered
reportable to the IG that has not been previously reported.
2. I believe it would be helpful to describe the methods
employed in our review. The Office of Finance has some 11,000
cubic feet of material under its control. We obviously could
not conduct a detailed review of such volume in a months period
with the resources at our disposal. The Agency system of
accounts is designed to identify various levels of detail
through a series of control and subsidiary accounts. In order
to locate detail in accounts, however, we must begin with
some key identifier such as a name of an individual, project,
company, or field station, and hopefully some relationship to
a period of activity. In light of this, our review was of
necessity limited to those identifiers contained in the Water-
gate - Guidelines for Agency File Review plus a few leads
supplied by the WH and EA Divisions.
3. The specific areas of concern as contained in the
guideline are discussed below:
a. Watergate Break-in(s)
All individuals were checked through the Agency
advance accounts and payroll records. There was
no change in the results previously reported.

4. In terms of volumes involved, all material actually
searched, consisting of advance accounts, payroll records, con-
tractor files, proprietary project files and selected field
station accountings was considered Group B - May Contain Water-
gate Related Materials. The estimated volume is 40 cubic feet.
The balance of our holdings is considered as Group A - Highly
Unlikely to Contain Materials. In connection with the latter
group, I belive the Office of Finance files can best be used to
react to requests for confirmation of specific financial activity
which might be disclosed by reviews made in the operating com-
ponents.
