Minutes of the Joint Meeting of the
IAG Committee on Labor-Management Relations
and
IAG Committee on Job Evaluation
May 6, 1976
The meeting was chaired by Lou Aronin, Deputy Director, Office of Labor-
Management Relations, and Paul Katz, Chief, Standards Division, Bureau
of Policies and Standards.
The meeting was called to discuss possible Commission and Agency respon-
ses to requests from the American Federation of Government Employees for
copies of agency reports to the Commission concerning their review and
comment on Factor Evaluation System draft classification standards.
Mr. Katz presented a draft response from the Commission (Standards
Division) for discussion, and Mr. Aronin answered questions concerning
the labor relations implications of possible agency responses.
The group discussed several aspects of AFGE's request including: the
status of agency comments on draft CSC standards under the Freedom of
Information Act; the agency's obligations to disclose information for
purposes of National Consultation with labor organizations; "trial
application" of draft standards being one of several important review
techniques; the necessity to make independent and timely review of
draft standards; and the importance of agency classifiers coordinating
with labor relations to assure adherence to local agreements relating
to these issues.
The Commission draft response to AFGE was accepted, with minor modif i-
cation. Agencies agreed to write their own response to AFGE. Commission
staff agreed to see if their attorney's opinion on FOIA might be officially
shared.
