Washington, D.C. 20415 Minutes of the IAG Committee on Labor-Management Relations March 25, 1976 Lou Aronin chaired the meeting. Announcements were made and literature distributed concerning the 3rd International Conference on Industrial Trends in Labor Relations to be held in Montreal. He also mentioned a meeting scheduled May 27th and a Conference on Labor Relations in the Government Service scheduled for April 1 and 2. Noting the proliferation of such conferences held in the Washington area, consideration was given to the creation of a coordinating council to consider the timing, number and location of labor relations conferences. There was consensus for such coordination. A request was made for volunteers to fill the 30 staff days needed to incorporate A/SLMR, CG, FAA, and ARB cases in the LAIRS file. A summary of FLRC Negotiability Decisions was distributed and comments requested. Agencies were asked to continue to review their labor relations programs pursuant to the CSC/OMB Guidelines and to report on the results. A brief discussion was held regarding the Council decision in Texas Air National Guard 74A-71 on the negotiability of a proposal to provide for career promotion procedures to first level supervisory positions. The Council held the union's proposal was not a mandatory subject within 11(a) and further discussed the potential conflict of interest which may result from union involvement in the promotion to supervisory positions. There was an announcement that, as expected, NTEU had taken the 19(b)(4) picketing case to court on constitutional grounds. This case involves the Council's affirmance of an Assistant Secretary decision that the order clearly prohibits picketing in a labor-management dispute. The Council concluded it must assume the constitutionality of the provisions in the order. Input was requested on the preparation of FPM guidance as a result of the Comptroller General's "160-hour" decision of March 22, 1976. The March 22 letter postponed implementation of his earlier February 23 decision which would limit time for representational activities to 160 hours per employee per year. There was also a discussion of various approaches that the Comptroller General could use to replace his 160-hour cap on representational activities. ERDA requested that the Impasses Panel case concerning the Pennsylvania National Guard be placed on the agenda for the next session; this re- quest was approved. W.J.
