SUBJECT: Project Match--A Nationwide Program to Expose Employees on
the Federal Payroll Who Are Illegally Receiving AFDC Payments
Secretary of HEW, Joseph Califano, has announced a nationwide review to
identify Federal employees who are receiving AFi)C payments to which they
are not legally entitled. The objective of this program is not only to
put our own house in order but to encourage State and Local governments
to do likewise.
While HEW will take the lead, the Department of Justice and the Civil
Service Commission are joining with HEW in supporting this undertaking.
In phase one, Federal civilian employee rolls will be matched against
AFDC rolls in 20 localities. Step one in this process has just been
completed in the District of Columbia and has identified over 1,700
"raw matches." The names identified must be thoroughly reviewed for
eligibility before any are revealed or before action of any kind is taken.
Many will be found to be entitled to the benefits they are receiving.
The operating plan (attached) calls for each agency concerned to supply
certain information about the employees who are found to be on AFDC
rolls. The AFDC agency in the locality will then complete the
eligibility review. The District of Columbia, by cooperating in this
first matching, will enable all of us to work together in perfecting this
procedure.

In order that all IAG members may be fully informed of this effort, I
have invited Tom Morris, Inspector General, HEW, and his associates to
meet with IAG members on September 28, 1977, at 1:00 p.m. in Room 1304
of the Civil Service Commission Building. At that time agencies will
be furnished the forms to be completed for any of their employees who
were identified in the District of Columbia match. At this meeting we
will review the way in which the national program will be conducted,
including participation by the Department of Justice.
