SUBJECT . H.R. 41.73, The Omnibus Intelligence Community
Reorganization and Reform Act of 1977
REFERENCE : OLC informal note for DD/Pers dtd 5 May 77, same subj.
1. In response to reference, the proposed answer to the request
for comments on subject Bill has been reviewed. We have read the
Bill, and the provisions to reorganize the intelligence community and
its activities are so sweeping and fundamental, as you note in your
draft, we find it impossible to address the individual proposals we
see as posing serious problems for the Agency, the community, and the
country as a whole.
2. We understand the Committee's request for comments is within
the context of informal discussions and not preliminary to hearings,
and agree, therefore, that there is no need at this time for a more
detailed and analytical response.
