Contract :r~i,~loyee/f;areer Asent Inventory
1 The analysis of the manpowccr centr'ol problem has persuaded
. me of the need to improve the manner in which we manage our non-staff
personnel. Thio grouj) include. a riL1. ;xJe of categories of employees
,requiring greater attcrt;.on in the .future an two categories that require
immediate attention. These are the contract employee and the career
agen4, wiio in their relationship With t e s^_genc;Y over the years have
staff
become porn?anent employees to Virtually the ame degree as personnel. The first step toward improving the control of these categories
of personnel is to obtain current and more accurate information on them.
An Age.icy-wide inventory of these employees seems to nhe to be a logical
way to begin. At a minimum the Agency must know how many we have,
where they are located, what they are doing and their Salary costs.
''Z, The Director of Personnel will be responsible for obtaining
inventory informmation, keeping it current, and for the ultin.-,ate establich-
meat and maintenance of an Agency-wide information.! col'htr of mechanism
on those employees. A task force will be established under his guidance
to collect Jasic inventory information. it will work jointly from contract
records in such support office: as Personniel, Pinancc and Security and
from the information which only the records of your Directoratco can
apply. The collected information will then be coded for computer input.
e.:lpect the task force to complete this inventory exercise by 31 December
their close attention.
3. The establishment and ma.ir..' en :.iace of this inventory will then
act as an information base from which we can determine in what directions
we should go toward improving the manage nen of other categories of
;ace this will be a continuing problem for
Hoch-staff employees as well.
the near future, Deputy Directors are asked to give this over-all matter
