Comment: I agree with the recommendation. b. Issue: Clarify home leave points. Comment: Present regulations also include parents' home. I assume this was an inadvertent omission in your paper. I don't think I can go along with the second sentence under "Recommendation. " This is wide open and I expect abuse would be rampant. Department of State has noted abuse of its system and tightened the rules in 1967 which may reduce the abuse but it is still wide open, e.g., home leave with close relative (how close or just friends), or health (health is always better at a-far-away place), anticipated area of separation for a second career (this area could change with the completion of each tour). Conform to State policy of providing 15 work days home leave for personnel assigned in US after an overseas tour. Comment: I agree with the recommendation.
