1. The Pacific Military Intelligence Research Section (IRS)
was established at Clamp Ritchie, Maryland, on 7 September 1944.
This organization is under the control of the Commanding General, rITC1
for administration and discipline. It is under the control of the Chief,
11S, for operations. *
2. The Pacific EIRS is assigned to the rilitary Branch, Research
Unit, AIS.
3. All operational policies and broad decisions concerning
precedure, and all projects involving the expenditure of funds in
connection with the operation of this agency, rill be submitted to
the Chief, EIS, for approval before adoption.
4. The implementation of approved policies or procedure are
hereby delegated to the Director of Intelligence. He will take all
appropriate action to initiate the necessary activities and develop the
Pacific LRS to the highest possible state of efficiency and accomplishment.
5. Periodically the Director of Intelligence will keep the Chief,
!IS, and his Deputy informed orally of progress, preferably at the
morning conferences.
