Submitted Check Sheet for acouisition of complete file of Contemporary Japan published by Foreign Affairs Association of Japan. 2. Called on Col. Burns and learned that dispatch had not yet been sent. Billeting plan had not yet been submitted by ATIS and was in process of preparation. 3. Major Stremlau called on Col. Mashbir and was informed that billets for officers presented a problem since: a. $0 officers from ATIS were already in their quarters on 4th floor b. 105 newly.. commissioned officers were due from the States c. 136 officers were due from ATIS Main d. 15 Australian linguist officers requisitioned by ATIS 4. Lt. Graf visited the Bureau of Prisoners of War, Army Department, Imperial GHQ, located about ten miles from Tokyo in a private school. British and Australian officers were making use of the files but American agencies had not yet been apprised of their existence. In charge of the files is a Major TAKADA, Army Department, Imperial GHQ. Lt. Graf examined about twenty-five files of reports from Japanese Prisoner of War Camps. The docutients are of great value to Recovered Personnel Section and War Crimes Commission. 6 Nov. 1. Lt. Graf called on Col. Wood to report the delay in sending the dispatch. He procured permission to investigate document target sites in gth Army occupied territory. He received necessary forms to gain access to document target sites. Also reported on the PW files examined on the previous day. Lt. Graf renorted on the files to Col. Munson, then went to AGO, Becovere4, Personnel Section and reported to Lt. Churchill. Lt. Graf drew up recommendations: a. That security be posted b. That a team of linguists from ATIS be requisitioned to draw up a complete inventory of documents at that site c. That upon completion of local exploitation the entire file be evacuated to WDC, Washington. Above recommendations were submitted to Col. Wood for action. 2. Lt. Graf went to gth Army Language Detachment and met Lt. Huiezenga and Captain Gurin. Inventories of documents in situ are being prepared as soon as language personnel become available for this work. Several important target sites were to be investigated'at KOKUBUNJI, 1st Army Experimental Stations. WDC procedure was outlined to Lt. Lt. Commander Reiersted went to Yokosuka with ATIS language personnel to complete the screening of documents there. It was arranged with ATIS that the documents be evacuated to WDC, Washington directly since naval transport was available at the base. Inventories, however, will be filed with WDC (Adv) for the information files. 2. Captain A. A. Jolliffe, CWS, of 5250 Tech. Intelligence Team called with Major Moore (ATIS) regarding documents being inventoried at Narashino Army School. Upon completion of inventory, Lt. Graf is to go with an ATIS officer and select documents for evacuation to WDC (Adv). Capt. Jolliffe has specially trained linguists with him and prefers to use them.. 3. Examined 12 packets of documents from KOBE and one from OKINAWA. Documents were screened by Lt. Graf. For lack of personnel, Inventory Lists were prepared which will accompany the documents to WDC, Washington. For the present Form #1 cannot be used until an adequate staff is assembled. 4. Lt. Graf called on Lt. bol. R. V. Smith and consulted with him on Target 410 File he was preparing. It was agreed that identical forms will be used by the Information Section, WDC (Adv). 5. Went to 1st Cay. Div. Hq at ASAKA and met Lieut. Wm. Miller, C.O. of the Language Detachment there. Arranged for screening teams from ATIS and WDC to work at KOKUBUYJI Experimental Stations to select and evacuate documents to Tokyo. WDC procedure and War Department interests were explained to Lt. Miller and his two Nisei assistants. 6. Twelve ATIS linguists were 'assigned to 1st Cay. Div., 6 to 1st Brigade and 6 to 2nd to prepare inventories of documents in situ and to ferret out document sites. Nov. 4111. Received copy of order from Chief, NavTechJap assigned 10 Navy officers to WDC (ADV) on temporary duty. a. The naval linguists (Lts. jg) are: Cannon DaSilva Dean Enking Fine Field Gary Hodes Mahoney Martin 2. Lt. Enking will be in charge of navy EM and will be assigned to WDC office to take charge of administrative details for navy. - 2-. Insert Major Stremlau and Lt. Graf went to 1st Cavalry Div. Eq. at ASAKA, informed Lt. Miller that language personnel were to be sent out the following week to reinforce his linguists. Party went on to KOKUPUNJI, site of Experimental Stations of 1st Army. Site consists of a number of warehouses and experimental installations and it was ascertained that a great number of documents of considerable value were there. We examined the ordnance installPtions in detail. WDC office procured from Lt. Huienziga (Sth Army Language Detachment C.C.) a cursory index of blue prints of ordnance eouipment prepared by Japanese Army personnel. This will prove of some hello in smotting items of value. Col. Wood will furnish a specialist in ordnance to ast.ist in the selection of documents.' It is estimated that the job will take about six days with 2 linguists from ATIS, a WDC language officer, the two linguists already assigned there, and occasional reinforcement by Lt. Graf. ? Dozier, C. 0. Language Detachment, 97th Division at Kumagaya called to have procedure explained. He will as far as his limited personnel ...allow prepare inventories of documents in situ. 10 Nov 1. 5 navy EM reported in from Guam. Temporarily they will be billeted in the Finance Building until quarters are ready in the NIX. 2. Lt. Vandersall (NavTechJap) from Progress and Document Section called on WDC office to learn disposition of processed documents. Heretofore originals with extract or whole translations were returned to agency requesting translation. It was recommended: a. Documents come to ATIS, NIX with translation or whatever processing A9tument had undergone attached. b. In tflose cases wherein agency wants original documents a microfilm copy will be sent to ATIS, NYK. 3. Arrangements have been made by Lt. Commdr. Reierstad with Stuart Lillico ? of AMS to use their microfilming equipment. 4. Prepared Check Sheet listing newspapers and periodicals for WDC Library. 5. Received through Foreign Liaison Section all available copies of ? Contemporary Japan from 1931 to present. Extracts of book titles and journal titles are being made for submission to Foreign Liaison Section. Another attempt will be made to procure copies missing from the file. 6. Plan drawn up to send 2 ATIS language men, 1 officer and 1 EM, a Navy officer, Lt. Dean from WDC, and Lt. Graf to Kokubunji to reinforce two Nise4; linguists there. .Documents will be screened and selected for direct evacuation to WDC, Washington. Col. Mashbir recommended that proCedure, presumably because of lack of personnel and transportation. TI party will leave 0g30 12 Nov. 7. Major Stremlau learned from Col. Burns, G-2 Administration, that the *dispatch had been sent. 8. 11 Navy EM arrived from Yokosuka and are being billeted temporarily in the Finance Building. 9. Arrangements have been made with ATIS billeting officer to allocate specific quarters for WDC (Adv) personnel. ? ? 3 ?
