The four questions raised at the conference of Technical Intelligence repre-
sentatives with WDIT Section, G-72, on 23 October, have been answered by the D C/S
as follows:
1. Sixth and Eighth Armies and XXIV Corps have been asked to submit new
target dates for completion of destruction of enemy material. These new dates
will be published later.
2. The following policies are established:
a. Documents in the hands of private individuals but deemed necessary
to the proper investigation of Japanese industry, science or research may be
seized by investigators. In the event the documents are discovered to have no
connection with Japanese war effort, they may be returned to owners.
b. Technical and scientific apparatus, deemed essential, by respon-
sible headquarters, for the investigation of the Japanese potential for war,
and which is not now available from civilian firms or manufacturers, may be
seized when needed. Compensation may be subject of future negotiation by proper
authority.
c. Documents, files and libraries which have no immediate intelligence
value but which may, however, serve as valuable background material for future
studies of Japanese potentials may be seized when this is recommended by Washing-
ton Document Center (ADV).
