I have forwarded to you today a memorandum requesting certain officer and enlisted personnel from the Navy for re- search work on air documents, purduant to the agreement between the Service members of the Joint Intelligence Committee approved by the Joint Chiefs of Staff on 2 August 1944. In atking this request I was cognisant of the problems confronting you in con- nection with Japanese linguists. 2. The purpose of this memorandum is to request your agree- ment to the establishment at Camp Ritchie of a JoInt Army-Navy document research set up to handle all documents tram all Theaters opposing the Japanese. We are confronted with a situation where best use must be made of the limited personnel available qualified for Japanese document work. By pooling our trenslators and es- tablishing the activity at Ritchiesttere we are free of the restric- tions imposed on personnel in the District, we can make the most effective use of our resources. I gathered from our conversation a few days ago that you would favorably consider such an arrancement. My document section at Ritchie is functioning and is being expanded. 3. I would greatly appreciate your concurrence or comment on this proposal at the earliest practicable date.
