The Secretary of War directs:
I. That a letter substantially as follows be sent to the Commanding
General of the United States Army Forces,lacific Ocean Areas; the Commanding
General, United States Army Forces, uma-India Theater Headquarters;
Commander-in-Chief of the 3outhwo fc Area; and the Commanding General,
Alaskan Department.
1. To enable the Aar Department to obtain the maximum advantages
from enemy documents, it is directed that when theater requirements have been
fulfilled all such documents as are under the jurisdiction of the United States
Army be transmitted as soon as possible by the quickest practicable means to
the Military Intelligence Division, War Department, Washington, D. C. Copies
of translations made in the theaters will accompany the documents.
2. For the above purpose, enemy documents will include any document
giving tafennation about the enemy or enemy controlled territory and will apply
to any such document whether obtained by capture in the field, or by loan or
purchase in Allied occupied or controlled territory.
II. It is further directed that copies of the above letter be fUrnished
the Military Intelligence Division, the operations Division, and the Intelli-
gence Division, Army Service Forces.

MEMORANDUM FOR REi;ORD: Above results from request from the Military Brandi,
MIS, to formalize the forwarding of captured enemy documents through the
various document sections Which have been set up in the theaters. There is at
present no existing directive to the theaters in the Pacific regarding the
forwarding of captured enemy documents. Arrangements exist in SHAEF, AFK and
USA= for captured documents to be funneled from the lowest intelligence
echelons through hither theater intelligence echelons back to MIRS in London
and then to MIRS Washington. The main problem is to convince theater personnel
of value of captured documents and to saf4guard them through estahlishment of
document sections and b; placin6 A.1.1016i4ments into in-,elligence channels as
? soon as possible. By A/F dated 4 St0;144, OPD concurred in basic paper
provided it was revised to require 11110 Commanders to transmit only those
documents under U. S. Army control. 4w This to avoid jurisction fight with
Navy in POA and necessity of obtaining Navy concurrence.
