1. In accord with your request I lievereviewed the modlfied
propooal of s orsnnization. The modified. precosal STAT
broadeno the base of the original proposal teincluie the compietiou
of the nechine translation system pIlls additional reGeareh in
several copplex fields. It seems obvious that the original proposal
was unreasumOgyxmidded, but the reduction of ctte by' 72
percent raises the question of whether the croup can in fact STAT
effect the "completion of the machine " within the
period of one year when superimposed ou.tM ob5ethre an unde-
termined amount a research in data refermacing, ion retrieval
and abstracting systems.
The cost of %4WD would seem reasonable ir there were
suffic ent evidence that th0 amr srtem would be brought to the
point ilhera a practical management determination could be made of
the eyAem's utility in serving our objectives.
