MWORANDUM TO: Deputy Director FROM: Assistant Director, Reports and Estimates SUBJECT SUNSHINE PROJECT 1. It is recommended that the SUNSHINE PROJECT be terminated as of the end of this fiscal year. The reasons for this recommendation are: a. The primary purpose of the project from the ORE point of view was to make a survey of the materials in the Hoover Library which might be useful in the preparation of intelligence studies. In par- ticular, the project was assigned the specific mission of uncovering documentary evidence of Soviet divergence from announced Marxist doctrine. This evidence would be especially valuable to personnel engaged in psycho- logical warfare. ORE has turned over the Office of Special Procedures of the Department of State, in card form and arranged for ready reference, an index of this type of material gathered from the Hoover Library. b. Full exploitation of the collections in the Hoover Library has by no means been accomplished, but the project is approaching the state of diminishing returns since new material is available locally. c. The personnel engaged onthe project have acquired specialized training and knowledge which can now be more advantageously used in ORE in Washington. STAT 2. In case of favorable action on the recommendation in paragraph 1 above, it is further recommended that the personnel of the SUNSHINE PROJECT be transferred to Washington for duty in ORE. It is hoped that CIA will offer all possible inducements to effect this transfer.
