2. 1y I suggest that such charts be prep-red for each
country and distributed, among all analysts in the Agency? They
would help (a) to clear up some of the existing misunderstanding
of the differences among translation, ex2loit-tion, and cataloguing,
and (b) to guide the analysts to the proper sources, some of wnicb
are not widely known.

SUBJECT: Proposed Program of Exploitation of Foreign Publications by FDD
REFER : Memorandum from AD/RR to AD/IC dated 8 April 1952, Subject:
Staff Study on FDD's Contribution to Economic Intelligence
1. The Offices of Research and Reports, and Scientific
Intelligence have indicated that their operations can be served
by FDD solely through translation service support and that they
will have no requirements for documentary exploitation by this
Division. In view of the fact that FDD has never had sufficient
personnel to meet the exploitation requirements of consumer
offices, this will permit a reallocation of the workload which
will allow a more complete fulfillment of other high priority
intelligence requirements. A plan is proposed herewith to adjust
the exploitation capabilities of FDD so as to place the maximum
effort on more urgent needs as follows:
a. Development of propaganda analysis of the foreign
press*
b. Increased attention to special exploitation require-
ments of OPC, CSO, TSS, and the continuing requirements of
IR, BR, GR and OCI.
c. Expansion of effort to satisfy the exploitation
requirements of the IAC agencies.
While it is not possible to satisfy the entire needs indicated
in "a, b and c" above with present personnel, an expanded contribu-
tion can be made to "a and b" and some expansion to "c." As FDD is
best equipped to handle the requirements of "a, b and c" and the
need in each case is great, it is logical that these functions
should be a part of the mission of the Division.
2. Propaganda analysis of the foreign press
ONE and OPC have expressed the need for FDD to undertake
propaganda analysis of the foreign press. It is believed that this
is a vitally important element in strategic intelligence which is
not being covered at this time. FDD is receiving the needed source
material regularly and would have personnel qualified to develop
this facility if the above program is approved. This Division
should devote a substantial portion of its workload toward this
service.

3. Increased exploitation. to meet the needs of OPC, OSO, BR,
TSS, GR, IR and OCI.
Each of the above offices has asked us from time to time
to increase exploitation to meet their needs. Closer liaison with
OPC and OSO has revealed that they have a large number of specific
needs which could be met by analysis and exploitation of foreign
publications. There has been a mutual reluctance to tackle these
needs due to limitation of facilities in FDD. I believe now that
we should work toward fulfilling some of these. BR would like us
to at least double our output of biographic information. Similarly,
GR and IR have needs for increased output of graphics material and
industrial information. Understanding our limited facilities they
have withheld requesting more. We should now try to increase the
output of information to these offices. OCI has recently served
us with a guide requirement. Information answering certain parts
of this requirement is currently available in foreign publications
and some of our effort should be placed on supplying OCI with this
information.
4. Exploitation to meet IAC requirements
The IAC agencies have come to depend on FDD for coverage
of information from foreign publications to meet their needs. For
an outline of their requirements see Tab A. State Department revises
its guide requirements on FDD regularly. Its analysts have frequently
expressed their need for and reliance on FDD products. The Department
of the Air Force has a very large guide requirement on FDD which is
revised or amended periodically. Responsible officials in the
Collection Division of A-2 have stated categorically that they must
have a continuation of FDD services in the exploitation of the foreign
literature. ID personnel have likewise repeatedly expressed their
reliance on FDD to process the foreign literature for them and have
exhibited deep concern over any possible limitation of this service.
A close working relationship has been established to avoid duplication
on the few specific items which they are able to handle themselves.
ONI has relied on FDD for general coverage of any naval items and has
consistently placed specific requirements. All of the services in
support of FDD's exploitation operation for their needs have gone out
of their way to procure publications required for this program which
FDD was not able to procure through other normal channels. In addi-
tion, on the scientific and technical side, as the result of a special
survey, the services have clearly expressed themselves in writing as
satisfied with the reports of FDD and insistent on the need for its
continued services,. There is much more that we could do for the IAC
agencies and I believe we should expand our services to them within
our facilities.

5. It should be noted as a correlative matter that the
Western European Branch of FDD was officially established at
the request of ORR to meet its exploitation requirements. When
it was organized'. in addition to the positions needed for ORR
requirements, other positions were transferred to it for that
workload of the Division which could be most appropriately handled
by a Western European Branch. However, since its organization,
those positions allocated for ORR requirements, amounting to half
the personnel of the Branch, have been scrupulously devoted to work
for ORR. Therefore, the status of the Western European Branch will
now have to be reviewed carefully to determine whether overall
requirements warrant the number of personnel now assigned to it or
indicate a need for reallocation of some or all of the positions
to other branches of FDD.
6. It is recommended that
a. The program outlined in paragraph 1 be approved and
that FDD be directed to implement it.
b. FDD undertake a thorough study of its Western European
Branch and report its findings and recommendations to 00 for
decision.
c. As ORR and OSI have indicated that they will have no
exploitation requirements for FDD, the proposed NSCID for
exploitation of foreign publications can now be directed to
other interested CIA offices and the IAC agencies for
concurrence.

Requirements ST-256 dated October 1950 and ST-220 dated 10 November
1950, issued by OSI/CIA, substantially restated the above CD's and have
therefore been used to identify nuclear energy reports prepared by FDD
since their initiation by OSI.
