SUBJECT: The Russian Scientific Literature Problem
1. The attached draft of a Staff Study on the Russian scientific
literature problem is transmitted for your information and such comment
as you may wish to make.
2. This action follows the agreement at our last meeting whereby
we would give you a rough draft of a staff study in the hope that we
could come to some mutual agreement on the subject before presenting
proposals for a solution to the other offices concerned.
3. In view of the above, this paper has not been vetted within 0/SI,
nor has it been submitted to AD/SI or the other AD's for concurrence. I
would appreciate your handling it in the same manner within 00 and advis-
ing me when you feel we might get together for further discussions.
4. Also attached is a copy of the Turkevich report. As you will
note this report does not cover the subject in its entirety, but deals
more with the specific manner in which one segment of U. S. science can
be of assistance to scientific intelligence through wider dissemination
of the open literature. Many of Dr. Turkevich's recommendations will
be of direct interest to the Agency having the over-all responsibility
for making the open Russian literature available to U. S. science, while
others we will pick up as the program develops.
