ccmimittee on December 3rd, and pointed out to him the bind we would put the DD/I in
if the memorandum as written went to the Director without guidance, and that I felt 25X1
that in view of the tight space situation in the new building, plus the possibility
that flow of Russian periodicals could be turned off at argr moment, we would be making
a mistake in increasing FDIC's ceiling at this time and felt that the conclusion in
external contract plan, assured me that he was well aware of this
situation, and that his reasons for wording his memorandum to the Director as he did
was because he felt that it was not the duty of the 16 committee to tell. the Director
how he should do anything and that he proposed to attach to the memorandum, after the
committee approved it, the staff study written by Mr. Bagnall with, maybe, a few minor
changes *
