In preparation for four power meetings in Geneva in October
the following papers on various aspects of the problem of
cultural relations with the USSR are to be prepared. They should
cover, as appropriate to each item, background facts, the present
situation, the policy position so far taken by the US, steps
taken to implement this policy, and, very briefly, the principal
further courses of action now readily apparent. A separate section,
where appropriate, should deal with each probem as it relates
to the satellites.
