UNITED STATES GOVERNMENT TO w Deputy Assistant Director for Operations DATE: 10 Mar 53 FROM : P(C Staff SUBJECT: Meeting Held by AD/IC on 9 Mar 53 Regarding FDB's Declassification Policy and Practice REF: Memorandum dated 26 Feb 53 from AD/O to AD/IC - Subject: Declassifica- tion Policy and Practice of FDD 1. Representatives of interested offices expressed their satisfaction in the current FDD policy and practice as outlined in reference, excepting the OSI member who stated the following needs and opinions in connection with the proposed OSI project for the National Service Foundation: a. When the mechanism planned by OSI is established for NSF to get all Soviet orbit publications available from the Library of Congress and when NSF becomes repository for available translations 25X1A thereof, according to the OSI analysts then could do their evaluating from complete translations done by scientists through the US4 (or by the mechanical translator?). In view of classified requirements being one reason for classification of 25X1A responsive FDD re orts, with complete translations available via NSF, says that OSI no longer would need to serve pin- pointed requests for FDD "exploitation" as it does now to save rDD the time it takes to do the preferable translations. (Because of other IAC !?gencies' demands, this would not effect FDD selective reporting besides changing the distribution lists for reports con- taining collated or exploited scientific information. For 1953 OSI had estimated FDD translation will be required of 14,000 unclassified pages and 15,000 classified pages, this estimate based on the 1952 record). 25X1A b. At this point r. Bagnall reminded the meeting that 3DD renders two types translation service, one from classified source materials belonging to other Offices and the other done under contract from unclassified materials (the latter product forwarded in unpublished form, unclassified but for the Restricted cover sheet giving the (CIA number for CTS by which copy can be ordered from OCD), I fraid he was interested in the detachable cover sheet device (paragraph 3 of reference) being applied to the second category of translation service, i.e., the UT product. I know no reason why 00 cannot condone this. 2. Both the ORR and the CIS representatives then said they, too, would like to see greater use of the removable cover sheet on unclassified underlying pages of translation. Those present were reminded again of the difference between FDD straight translations and FDD selective reporting, and of the latter's need for classification. 4.
