SUBJECT: Project 00-20, Preparation of Bibliogrep by of Current Soviet
Scientific and Technical Periodicals by the Library of Congress
1. The action of the Projects Review Committee taken at a meeting on
10 December 1947, and approved by the Director on 23 December 1947 is
quoted below:
"The Projects Review Committee recommends that the Director
of Central Intelligence:
"(1) Approve adoption of the project for a complete biblio-
graphy of current Soviet periodicals to be undertaken by the
Office of Operations upon receipt of a statement of requirements
from Office of Reports and Estimates.
"(2) Direct Office of Operations to report on the implemen-
tation of the project with regard to adequacy of facilities of
the Documents Branch to meet national intelligence requirements
in this field."
2. Report relative to the adequacy of the Documents Branch to meet the
indicated requirements is requested by 15 January 1948.

II. Project Under Consideration; Project 00-20, Preparation of Bibliography
of Current Soviet Scientific and Technical Periodicals by the Libeary of
Congress.
III. Scope of Project:
(1) Assistant Director, Reports and Estimates on November 25, 1947 requested

the preparation on a current basis of a "Bibliography of Cur-
rent Soviet Scientific and Technical Periodicals."
(2) Subsequently, on 3 December 1947, Assistant Director, Reports and
Estimates submitted a further memorandum setting forth the belief of the
Scientific Branch, ORE that in addition to the scientific and technical periodicals
previously mentioned, a large number of periodicals in other fields such as drama,
music, art, education, economics, etc., are available.

The Chairman reviewed the two memoranda submitted by the Office of Reports

of current Soviet scientific and technical periodicals; and the second, an expan-
sion of this project to include the entire output of Soviet periodicals and
proposals be considered as a unit.

in the second memorandum would not have the high intelligence value of the
scientific and technical periodicals, they would contain very useful indications
of current Soviet trends and therefore would prove valuable.
Discussion ensued of the activities of Documents Branch, Office of Operations,
and the possibility of that Branch undertaking the preparation of the proposed
bibliography. Mr. Bagnall stated that this would be feasible; that upon receipt
of a statement of basic requirements from ORE, Documents Branch can follow any

articles if so desired; that CIA has access to all Library of Congress periodicals,
including the backlog, although as yet there has been no desire to exploit the
latter; that ordinarily between

General Wright pointed out that as time goes on there will be an increasing
number of documents and papers placed in Documents Branch which will not be
available to the Library of Congress, and consequently, it might be advisable
for CIA to undertake a general bibliography, which could be made available to
other agencies, with special emphasis on building up the scientific angle.
commented on the probable interest of scientific founda-
tions and universities in such a bibliography, and Mr. Babbitt agreed that it
should not be so classified as to restrict its dissemination to other agencies,
since it would be of extreme value to other scientific and technical organiza-
tions.
Since it appeared the general belief of the Committee that as between
the latter course is preferable, General
Wright completed the discussion by stating that ORE would furnish a statement
of requirements which would be turned over to the Office of Operations for
implementation, with the Office of Collection and Dissemination handling the
dissemination of the finished product.
VI. Action Taken
The Projects Review Committee recommends that the Director of Central
Intelligence:
(1) Approve adoption of the project for a complete bibliography of
current Soviet periodicals to be undertaken by the Office of Operations upon
receipt of a statement of requirements from Office of Reports and Estimates.
