MEMORANDUM FOR THE RECORD
SUBJECT: Agreement with NSF, Commerce and IGY Committee on
Handling of FDD's IGY Report
1. Attended a meeting at 1030 this date in the office of
Dr. Adkinson, Director, Office of Scientific Information, National
Science Foundation. Present were Dr. Joyce, Mr. 0`Dette, and
Mr. Morgan of NSF, Mr. John Green, Director, Office of Technical
Services, Department of Commerce and Mr. Truesdale, National IGY
Committee, National Academy of Sciences.
2. The problem revolved around the first issuance by CIA
of the FDD unclassified report entitled Soviet Bloc IGY Information,
dated 7 February 1958. The IGY Committee felt that issuance of
such a report generally would tie CIA with the IGY Committee and
jeopardize their relations with the Russians.
3. The following procedures will apply as a result of the
agreement reached:
a. National Science Foundation
IGY reports through No. 12 have been distributed by
NSF without a cover. No. 13 was distributed to NSF and the
intelligence community with unclassified CIA cover. NSF
having the mats for this report, will run them and distribute
externally with an NSF cover and a covering note that No. 13
is the last issuance by NSF and future issues will be dis-
tributed by the Department of Commerce, OTS.
b. Office of Technical Services
Mats for subsequent IGY reports will be delivered to
OTS who will run them, publishing in sufficient quantities
for government and external distribution and sale. These
reports will carry OTS cover without attribution to the
agency. OTS will deliver to CIA the number of copies needed
for dissemination to the intelligence community. OTS, De-
partment of Commerce will handle all other distribution.

This report will be prepared continuously until the
end of the International Geophysical Year program, about
June 1958. FDD will acquaint its consumers with the new
