1. This Office concurred in reference (a), but does not Concur
in the proposal for implementing action contained in reference (b).
2. The new wording proposed for paragraph 2 of Administrative
Instruction goes considerably beyond the recommendation in
which the several Assistant Directors concurred. The clause to which
OCD objects is underlined in the following quotation from reference
(b):
"Transliteration of Chinese will be by the Wade-Giles
system, except that conventional place names approved by
the U.S. Board on Geographic Names (furnished as Enclosure
G hereto) will always be used and the corres1Donding literal
Wade-Giles spelling will be avoided."
3. This Office recommends the following:
"Transliteration of Chinese will be by the Wade-Giles
system, except that conventional place names approved by
the U.S. Board on Geographic Names (furnished as Enclosure
G hereto) will always be used. If used at all, the corres-
ponding literal Wade-Giles spelling will be enclosed in
parentheses following the conventional spelling, thus:
Chefoo (Yen-tlai)."
4. The fact is that it is very often desirable to use both names
in the manner shown above. No unilateral action by CIA is going to
have any appreciable effect on many of the sources of information which

we must use, and it therefore follows that a part of the information
which we receive will follow Wade-Giles and a part will use conventional
spellings. Hence analysts, especially in the biographic and industrial
areas of intelligence work, will generally find it desirable to pinpoint
their data by using both spellings. (In fact, my people wished me to
dissent from ORE's original proposition, and to insist that both spell-
ings always be used. I pointed out co them that finished intelligence
productions, particularly such current papers as the CIA Daily and
Weekly which are designed to be rearl by customers who never heard of
Wade-Giles (and couldn't care less) would not be embellished, or made
more readable, or improved in accuracy, by having the Wade-Giles spell-
ings added.

1. Paragraph 2 of reference directs that utransliteration of Chinese
will be by the Made-Giles system". However, in implementing this directive
a confusing lack of uniformity in spelling of place-names has gram within
CIA. Some CIA units use well-known, conventional names for cities which
other units identify and record through the literal Wade-Giles spelling of
Chinese names. Thus, Chefoo in one CIA map or report may appear as Yen-Val
or as both in another report.
2. Pertinent to resolution of this problem is the fact that it is now
the practice in CIA production of NIS chapters to use the conventional place-
names - rather than the literal Wade-Giles - in all instances where a
conventional place-name has been approved by the US Board on Geographic
Names.
3. It is therefore recommended that:
a. CIA personnel use conventional place-names rather than the
literal Wade-Giles spelling of Chinese names in all instances where
a conventional place-name has been approved by the U. S. Board on
Geographic Names.
b. Otherwise, CIA personnel use the literal Wade-Giles spelling.
4. This proposal has been presented to and has received the mritten
concurrences of all Assistant Directors. These concurrences covered as
mell a proposal that the enclosure hereto be reproduced and distributed
throughout CIA as a reference guide. This enclosure, prepared on request
of ORE Nap Division by the Staff of the U. S. Board on Geographic Names,
lists the Board's currently approved conventional China place-names.
5. If this recommendation is approved, it is proposed that the follow-
ing implementing action be taken:
a. Revise Administrative Instructionby:
(1) changing paragraph 2 to read,

made by Reproduction Division on one side of the sheet only and that

1. Reference A proposed that a CIA committee be formed of repre-
sentatives of the various offices concerned with the problem of trans-
literation especially insofar as it pertained to foreign personal names.
20 In view of the favorable response to this proposal as contained
in References B to E, a CIA Transliteration Committee MIA formed of
representatives from ICAPS, ORE, OCD and 000 Acting Chief, FDB was
elected Chairman of this Committee which has held meetings on this sub-
ject as it related to the Slavic languages and Chinese, Japanese and
Korean.
3. To facilitate coordination with the IAC Agencies in this
matter, working committees were formed for related languages or lang-
uage groups and IAD participation in the deliberations and findings of
these working committees was obtained through Chief, ICAPS.
4. Due to the urgent need for a solution to this problem as it
relates to Russian and Korean, the following recommendations of the
Committee covering the Slavic languages and the ideographic Fax Eastern
languages are presented at this time. These are in consonance with the
current BGN system for geographical names on languages for which the
Board has a system.

5. The Committee recommends the following transliteration pro-
cedures be adopted by CIA not only for personal names but for all
transliteration purposes:
a. For the Russian language, the BGN system (Eno]. A).
b. For Ukrainian and Belorussian, the system drawn up
by the Committee (Encls B, C).
0. .For Bulgarian, the BGN system (Enol D).
d. For Serbian, the Croatian alphabet (End l E).
e. For Chinese, the Wade-Giles system. (This is a
routine recommendation, as this system is presently used
by all government offices.)
f. For Japanese, the Hepburn system. (This is also
routine, as this system was used during the war by all
agencies and is well established.)
g. For Korean, the McCune-Reischauer system (Eno]. F).
It is further recommended:
a. That, inasmuch as IAD representatives participated
in the working committees, the IA0 Agenoies be approached
with a View toward their formal adoption of the systems
recommended above.
b. That a directive be issued to all CIA Gffioes to
employ the systems recommended above, if approved.
Co That the system-tables be prepared in multiple
copies for dissemination to each person in CIA concerned
with transliteration for any purpose.

2. Transliteration of Chinese will be by the Wade-Giles

hereto) will always be used. If used at all, the correspond-
ing literal Wade-Gibe spelling mill be enclosed in parentheses

1. Paragraph 2, Administrative Instruction dated
27 June 1949, is rescinded and the following substitutedherefor:
"2. Transliteration of Chinese will be by the Wade-Giles
sYstem, exdept that conventional place names approved by the
U.S. Board on Geographic Nathes (furnished as Enclosure G
hereto) will always be used. If used at all, the correspond-
ing literal Wade-Giles spelling will be enclosed in parentheses
following the conventional s elling, thus: Chefoo (Yen-ttai).

conventional and local official names. 1Fox international features

Where underlining occurs in a name, the underlined short form
may be used instead of the longer form if desired. The use of
