2. In performing the functions specified in paragraph 3-a of the Pres-

to undertake such basic research and analysis of intelligence and counter-
intelligence information related. to the national security as may, in his
opinion and that of the appropriate member of the Intelligence Advisory
Board, be required to supplement the research and analysis performed by
the State, '.Jar and Navy Departments in the fields of primary interest to
each of those Departments. This will include the centralization of re-
search and analysis activities of common but secondary interest to more
than one of those Departments when, in the opinion of the Director of
Central Intelligence and the appropriate members of the Intelligence Ad-
visory Board, such activities can be more efficiently or eff?ctively per-
formed centrally.
3. In addition to the functions specified in paragraph 3-b of the Pres-
ident's letter, the Director of Central Intelligence is hereby directed to
act as the agent of this Authority in coordinating and supervising all Fed-
eral foreign intelligence activities related to the national security in
accordance with the over-all policies and objectives established by this
Authority.
4. Pursuant to paragraph 3-c of the President's letter, the Director of
Central Intelligence is hereby directed to perform the following services
of common concern which this Authority has determined can be more effi-
ciently accomplished centrally:
a. Conduct of all organized Federal espionage and counter-espionage
operations for the collection of foreign intelligence information r-
quired for the national security.
b. Conduct of all Federal monitoring of press and propaganda broad-
casts of foreign powers required for the collection of intelligence
information related to the national security.

5. To tho extent of availabl appropriations and within the limits of
thoir capabilities, as determined by the respective Deparf.ients, the State,
',far and Navy Departm.ents will make available to the Director of Central In-
telligence, upon his request, the funds, personnel, facilities and other
assistance required for the performance of the functions authorized herein.
At the earliest practicable date, the Director of Central Intelligence
will submit for approval by this Authority any supplemental_ budget re-
quired to perform the functions authorized herein, in addition to the
appropriations already available for this purpose in the State, 's'tar and
Navy Departments
6. Where the performance of functions authorized herein requires the
liquidation, transfer or integration of funds, personnel or facilities
for existing activities of the State, 17ar and Navy Depart.-rments, the
liquidation, transfer or integration Will be accomplished at the earli-
est practicable date as agreed to by the Director of Central Intelli-
gence and the official now responsible for such activities so as to
involve a minimum of interruption in the performance of these functions.

POLICY FOR NATIONAL INTELLIGEPTCE
1. In the initial stages of centralizing intelligence activities
of common interest to State, War and Navy, it is necessary that a long-
rnge intelligence plan be stated. This matter should be made the subject
of an early NIA directive, but the desired policy should be resolved im-
mediately -- as a basis for planning and operating on the working level.
The, following general policy, therefore., should serve as a guide to all
concerned:
a. General. The overall national requirements for foreign
intelligence will be planned for and established by the Central
Intelligence Group, in consultation with other interested depart-
ments of the U. S. Government. Departmental Intelligence will be
reviewed, integrated, evaluated, and the final high-level intelli-
gence product disseminated to the Government as a whole, under
policies recommended by the Director of Central Intelligences through
the NIA to the President.
b. Collection of Intelligence. The various agencies to con-
tinue the operation of their existing collection means., except that
CIG will:
(1) Execute all federal espionage and counter-espionage
operations for the collection of foreign intelligence.
(2) Conduct all federal monitoring of press and propaganda
broadcasts of foreign powers.
(3) As soon as practicable, assume direct supervision of
existing special intelligence collecting means.
c. Research and Analysis of Information.
(1) The various agencies will devote their research and
analysis of information in the field of primary interest to
the activities
of their departments, e.g.:

(2) CIG will conduct research and analysis of informa-
tion and intelligence which is of common interest to more
than one department of the Government, i.e., geo-political,
economic, scientific, biographical, psychological, socio-
logical, etc. The intelligence product of the several
departments of the Government will be reviewed, integrated,
evaluated and the high-level intelligence product disseminated
throughout the Government where required for the national
security of the United States.
d. Distribution of Information and Dissemination of
Intelligence.
(1) All agencies will arrange for timely distribution of
raw information to CIG and to the governmental department
having primary interest therein. Likewise CIG will forward
raw information collected, which r elates to the political,
military and naval fields of endeavor, to the governmental
agency primarily responsible.
(2) All agencies will disseminate automatically the finished
intelligence product of their departments, and the spot intel-
ligence within their purview, to CIG. After review, integra-
tion, and evaluation, the overall strategic and national
policy intelligence relating to the national security will
be disseminated to all using agencies of the Government hav-
ing primary interest therein.
2. All intelligence activities must be directed toward assuring
that the Director of Central Intelligence is provided with the means to
carry out his responsibility under the,,. President's Ececutive Order, which
is -- "the correlation, evaluation and dissemination of strategic and
national policy intelligence relating to the national security".
