INTELLIGENCE INFORMATION IN CHINA
Memorandum by the Director of Central Intelligence
with the Unanimous Concurrence of the Intelligence
Advisory Board
1. By letter of 16 February 1946, Lieutenant General Hoyt S.
Vr.Indenborg, assistant Chief' of Staff, G-2, WDGS, transmitted
to the Director of Central Intelligence an Intelligence Plan
for Post-War China prepared by Headquarters, United States
Forces, China Theater*. The Plan was referred to the Director
or consideration and any action considered appropriate. "
2. The need for coordination of collecting activity is nut
i:)eculiar to the China Theater. The issues raised in the Plan
submitted typify broad collecting problems which the National
Intelligence Authority must consider on a world-wide basis.
Until these general collecting problems have boon duly dealt
with, the solution of the problems posed in the Plan may be
incomplete. However, a study should be made to determine wheth-
er interim action is necessary in this case. The Central In-
tolligc.nce Group will conduct a survey based upon the f. ollow:i_.ngg

a. The survey will include an examination of all facili-

3. The Contra]. Planning Staff, C . I . G. , will conduct the
survey. It will be authorized to call for personnel indicated
in paragraph 4, below, to appear and give such oral or written
rc,}).,orts as may be required for the purposes of this survey.
4. Each member of the Intelligence Advisory Board will
designate a representative to arrange details with the Informa-
tion Branch, Central Planning Staff, and to furnish the C.I.G.
a list of i:orsonnel authorized to give information for J)Ur*J.';oscs
of the survey. The designation of appropriate contact personnel
in other Federal agencies will be arranged for as noccssary.
5. The Central Planning Staff will submit its findings, con-
clusions, and recommendations to the Director of Central Intel-
ligonco. He will then submit appropriate recommendations to
the National Intelligence Authority, after concurrence or com-
ment by the Intelligence Advisory Board.

Memorandum by the Director of Central Intelligence
1. By letter of 16 February 19+6, the Assistant Chief' of
Staff, G-2, WDGS, transmitted to the Director of Central In-
telligence an Intelligence Plan for Post-War China prepared by
Headquarters, USFCT. It was suggE.sted that the Director con-
sider the Plan and initiate any action deemed appropriate. A
survey as indicated in the subject should be conducted.
2. Paragraph 3 of N.T.A. Directive No. 1 provides a procedure
by which the necessary directive can be published and carried
out by unanimous approval of the Director of Central Intel-
ligence and the Intelligence Advisory Board, without action
by the National Intelligence Authority.
3. A draft directive making necessary provisions for the
survey is enclosed, If all members of the Intelligence Advisory
Board concur in the draft without substantial change, a
meeting will not be necessary, It is recommended that the
draft be approved and that each member of the Intelligence
Advisory Board arrange for necessary implementation by his
department.

Information in China.

transmitted to the Director of Central Intelligence, an Intelli-

SUBJECT: CIG Staff Procedure
1. It is sonar c'cr appropriate at this time to invite atten-
tion to the cumbersr .ahinery net up by CIG for the purpose of
processing correspondence. Exception:+ taken to this procedure, as
exemplified by rag
a. Although the Director of Central Intelligence takes
para. 3 of NIA Directive #1 as his authority for the circulation
of the CIG numbered series, machinery also exists in para. 7 of the
same document whereby members of the Intelligence Advisory Board
can authorize DCI to undertake studies of this nature without
necessity of circulating JIG type documents. All that G-2 should
require is notice of what DCI is investigating. Thereafter, the
Advisory Board must concur in or comment on the recommendations of
DCI prior to their submission to the NIA. However, there appears
to be no compulsion on DCI to circulate formal draft directives
each time he receives correspondence which can be acted upon by his
own staff.
b. The Presidential Directive of 22 January, as inter-
preted by NIA Directive #1, permits GIG to effect the normal work.
ing level contacts so necessary to expeditious and complete staff
action. Informal or formal requests by CIG to members of the Intel-
ligence Advisory Board or their subordinates will, without doubt,
produce required assistance for CIG staff action. For example, the
author of the Intelligence Plan for Postwar China is now assigned to
MID and should be available informally or formally to DCI to inter-
pret this report or to sustain the recommendations made therein.
Formal action by CXG should not be necessary in each instance to
lift this self-imposed quarantine.
c. Review of the five papers of the GIG numbered series
thus far circulated indicates in each instance a tendency to examine
minutia (para. 1 of Tab A). The number of subdivisions of broad
intelligence problems is infinite. Some other problems which require

NU attention and which are considered of more importance than those
already undertaken are suggested in para. 2 of Tab A.
2. It would appear especially important for DCI to establish
simplified machinery for the ex ditious handling of problems of

the China Theater requires it.
3. Pursuant to the foregoing discussion, it is suggested that
AC of 8, 4-2, take the first opportunity of discussing informally
with DCI the present CIO philosophy of staff action which, it is hold,
is not altogether conducive of efficient and expeditious operation.

Projects considered of more importance than the interim survey of
the collection of intelligence information in China:
a. Coordination and production of an over-all plan for the
collection and utilization of intelligence on Russia.
b. Coordination of all scientific intelligence including
coordination of U. S. governmental, agencies.
a. Coordination of exploitation of all sources of information
collection.
d. Coordination of intelligence problers peculiar to joint
Army-}avy and joint State-Army-Navy intelligence efforts.
e. Active operation of snSSU type collecting agency.
f. Study of the relations and functions between NIA and JIC
and their subordinate agencies.

SUBJECT: CIG Staff Procedure
1. It is considered appropriate at this time to invite atten-
tion to the cumbersome machinery sot up by CIG for the purpose of
processing correspondence. Exceptions taken to this procedure, as
exemplified by are:
a. Although the Director of. Centrnl Intelligence taken
pars. 3 of HIA Directive i'1 as his authority for the circulation
of the CIG numbered series, machinery also exists in para. 7 of the
same document whereby members of the Intelligence Advisory Board
can authorize DCI to undertake studies of this nature without
necessity of circulating JIG type documents. All that G-2 should
require is notice of what DCI is investigating. Thereafter, the
Advisory Board must concur in or comment on the reconsmoMIat;oxxs of
DCI prior to their submission to the NIA. However, there appears
to be no compulsion on DCI to circulate formal draft directives
each time he recoivos correspondence which can be acted upon by his
own staff.
b. The Presidential Directive of 22 January, as. inter-
preted by NIA Directive #1, permits CIG. to effect the normal work-
ing level contacts so necessary to expeditious and complete staff
action. Informal or formal requests by CIG to members of the Intel-
ligence Advisory Board or their subordinates will, without doubt,
produce required assistance for CIG staff action. For example, the
author of the Intelligence Ilan for Postwar China is now assigned to
MID and should be available informally or formally to DCI to inter-
pret this report or to sustain the recommendations made therein.
Formal action by GIG should not be necessary in each instance to
lift this self-imposed quarantine.
c. Review of the five papers of the GIG numbered series
thus far circulated indicates in each instance a tendency to examine
minutia (para. 1 of Tab A). The number of subdivisions of broad
intelligence problems is infinite. Some other problems which require

3. Pursuant to the foregoing disouasion, it is suggested that

INTERIM SURVEY OF THE COLLECTION OF
INTELLIGENCE INFORMATION IN CHINA
Memorandum by the Director of'Central Intelligence
1. By letter of 16 February 1946, the Assistant Chief of
Staff, G-2, WDGS, transmitted to the Director of Central In-
telligence an Intelligence Plan for Post-War China prepared by
Headquarters, TT`;FrT. It was suggested that the Director con-
sider the Plan anu initiate any action deemed appropriate. A
survey as indicated in the subject should be conducted.
2. Paragraph 3 of N.I.A. Directive No. 1 provides a procedure
by which the necessary directive can be published and carried
out by unanimous approval of the Director of Central Intel-
ligence and the Intelligence Advisory Board, without action
by the National Intelligence Authority.
3. A draft directive making necessary provisions for the
survey is enclosed. If all members of the Intelligence Advisory
Board concur in the draft without substantial change, a
meeting will not be necessary. It is recommended that the
draft be approved and that each'member of the Intelligence
Advisory Board arrange for necessary implementation by his
department.

INTERIM SURVEY OF THE COLLECTION OF
INTELLIGENCE INFORMATION IN CHINA
Memorandum by the Director of Central Intelligence,
with the Unanimous Concurrence of the Intelligence
Advisory Board
1. By letter of 16 February 1946, Lieutenant General Hoyt
Vandenbetg, Assistant Chief of Staff, G-2, WDGS, transmitted
to the Director of Central Intelligence an Intelligence Plen
for Post-War China prepared by Headquarters, United States
S.
Forces, China Theater*. The Plan was referred to the Dil,cctor
for consideration and any action considered appropriate."
2. The need for coordination of collecting activity is not
peculiar to the China Theater. The issues raised in the Plan
submitted typify broad collecting problems 'which the National
Intelligence Authority must consider on a world-wode basis.
Until these general collecting problems have been duly dealt
with, the solution of the problems posed in the Plan may be
incomplete. However, a study should be made to determine wheth-
er inh;erim action is necessary in this case. The Central In-
telligence Group will conduct a survey based upon the following
outline:
a. The survey will include an examination of all
facilities for the collection of intelligence information
in China, in order to determine on an interim basis:
(1) What facilities are available;
(2) Which available facilities should be employed;

(3) What agency (or agencies) should direct, control,
and coordinate the effort;
(4) What distribution should be made of the Intel-
ligence information collected.
3. The Central Planning Staff, C.I.G., will conduct the
survey,
It will be authorized to call for personnel indicated
in paragraph 4, below, to appear and give such oral or written
reports as m"y be required for the purposes of this survey.
4. Each member of the Intelligence Advisory Board will
designate a : epresentative to arrange details with the Infor-
mation Branch,; Planning Staff, and to furnish the
