SUBJECT: Development of Intelligence on USSR
memorandum of the Secretary, NIA, dated 13 May. It enclosed a memorandum
by the Director of Central Intelligence, also dated 13 May, defining the
authority of the coordinator to be exercised subject to direction of the
Chief, Central Planning Staff.
2. It should be noted that this function is assigned to an office,
rather than to an individual. The Chief, Intelligence Branch, and in his
absence the Acting Chief, will carry out the functions herewith assigned,
malting full use of all personnel and facilities of his Branch.
3. Except in matters of major policy,, the Chief, Intelligence Branch,
will, subject to direction from this office, act for the Direc%..r of
Central Intelligence in deciding nutters upon which the planning committee
disagrees. Ile will keep this office informed of all such disagreements,
and of the decisions made. In any case of disagreement which he is not
empo Bred to decide, or in an case where he considers it advisable to refer
the matter to this office for adv..ce on the decision? he will submit a
report and recommendations to this office. In matters of major policy,
the recommendations will include the draft of a proposed report to the
Director of Central Intelligence, and a draft of the proposed action by
him.
