As such, it doss not contain top level operational directives or basic pol1cy statements., nor does it contain material above the classification "Secret". b. There does not appear to be ary consistent planning of or medi- um for the compilation of* asic policies of the Agency and implementing directives for the use and guidance of Agency officials in policy snaking and command positions. It is assumed that such information eX4 dix cctives e at=-3ntly disseminated verbally, by memoranda, or In some cases by special publications. For example, the tSCID'a and DCID's have been published in a loose-leaf birx ; the CIA Statutes and their interpreta- tion in another binder, and, doubtless, the Director has issued xnaoerous continuing direotives at staff ,etinge or by memoranda.
