1. We are transmitting to you herewith the complete file on the. subject
of Delegations of Authority by the Director of Central Intelligence.
2. We recommend that this memorandum delegating specific authorities not
to published in this form because
a. Author :ties granted. by a, prior Director continue in effect
until rescinded thereby rendering the republication of this
memorandum unnecessary.
b. The appropriate authorities are contained in current Agency
Regulations thereby rendering this memorandum a duplication
of aL:-eady published material. Adequate Regulations properly
indexed eliminate any advantage such a memorandum might have
as a service because, in the great majority of instances, it
would be necessary for the user to refer to the appropriate
Regulation in order to determine the complete applicability of
the authority delegated in its relationship to other authorities
and functions .
c. In the light of (a) and (b) above, there is no legal necessity
for the putlication of delegations in the proposed fore.
