My dear General Vandenberg:
We are returning herewith your letter of 16 October 1946.
As you are aware, the Clearing Office prepares a quarterly
report, "Foreign Transactions of the United States Government,"
containing summary data on the foreign programs of this Government.
Information is collected by means of Budget-Treasury regulations
and data on cash transactions abroad are required under the pro-
visions of Budget-Treasury Regulation No. 4. The quarterly report
of the Clearing Office is now classified "Restricted," but we have
been able to protect confidential information of certain agencies
by consolidating data on foreign transactions into a miscellaneous
or general purpose classification, which does not reveal the nature
of the transactions. However, we agree with you that the Clearing
Office should not publish any data concerning your operations.
Therefore, your office is exempted from reporting under the
provisions of Budget-Treasury Regulation No. 4.
