Each Division of OPC should be empowered to disburse confidential funds up to $1,000 per request to meet daily oper- ational needs. Bookkeeping should be simplified, possibly on a hand receipt only basis. 2. It is true that the OEC confidential fund system has been liberalized partially, to meet emergency needs. However, the majority of expenditures require lengthy efforts on the part of clerical and executive personnel to make an essentially anachronistic fiscal system work. 3. If the OSS wartime system of disbursing confidential funds would be inapplicable to OPC, then it is suggested that the confidential fiscal methods of the armed services be studied as a pattern for OPC. Finance regulations of the U. S. Army, for example, permit the appointment of a Class B Agent to hold and disburse confidential funds to his unit. In OPC, this would mean that a Division Chief could appoint a fiscal administrator who would hold cash in his office safe and disburse funds directly as required. This would permit functional units to operate function- ally as intended. 4.
