As set forth in reference memorandum, OSO allotted funds to over- seas stations for representational purposes for general use by station personnel under the control and at the discretion of the Chief of Station. This procedure was contrary to the literal interpretation of paragraph 6.3 of the Confidential Funds Regulations which specify that representa- tion allowances may be approved for "an individual v hile at a particular post". 2. The Confidential Funds Branch accepted and recorded expenditures incurred under the broader interpretation when approved by Chiefs of Sta Lion, Approving Officers, and Certifying Officers. 3. Upon receipt of adverse opinion from the Office of the General Counsel, all representation expenses incurred by other than the author- ized individual have been placed in suspense, pending determination by the DCI as to whether he will approve retroactively to 1 February 1949 (the date of the regulation) expenditures incurred contrary to the regu- lation with this respect. In reference memorandum the ADSO requested the Director's approval. 4. uJe understand that a revision in the Confidential Funds Regu- lations is now pending which will provide for the allotment of repre- sentation funds, either to individuals or Chiefs of Station for expen- diture by appropriate station personnel at the direction and with the concurrence of the Chief of Station. 5. It is, therefore, requested that the ICI authorize, retroactive to 1 February 1949, the expenditure of representation allowances allotted to Chiefs of Station,by subordinate station employees under the control and direction of the Chief of Station.
